Very sure, I'd have to find time to rewatch the episodes again but it's mentioned in one of the episodes that the device their building is in the Gobi Desert. A lot of the details don't add up, like the Middle Eastern clothing. But I think they would be fine with it; the beginning scene in part two seems to suggest the world leaders have come together in the face of the threat.

Probably because (I think) Grayven has access to the Omega Force. It's pretty damn bullshit. Also, both the SI and Grayven are in the habit of not projecting their construct filaments/beams directly from the ring itself, so that could go a way towards obfuscating Lantern-ness.
