If you're going to go into something with an unknown DC, go all in - and from a narrative point of view, we can cover a lot more ground with extra manpower.

That is assuming that the God Emperor of 50k is the very same Emperor of Mankind that carried out the Great Crusade and was placed on the Golden Throne.
The galaxy was split asunder by the devils of the immaterium--a blow to finally cleave asunder the stubborn apes and bring them to the side of the Primordial Annihilator. In this act--they had blundered, the great rift revealing a single system proof against the torrent of power. All eyes turned to it, and those with the ancient knowledge grew to understand its nature.

What are the odds he thought that this state of affairs was the norm? So he'd see the four new gods as merely new faces on the same old evils.

The Emperor is a genocidal tyrant who is at least partly responsible for the horrors of this the bloated corpse of an Imperium. He is our enemy as surely as any other of the 'thosuands of petty tyrants of the warp' as the VM put it.
For many years the heretical Cult of Thorns, led by the vile Witch-Queen, has corrupted and damned man of the great Imperium, preying on the weak and unwary, with honeyed lies and false promises. And now we see the beginnings of her true plot.
At first, the cult was shackled at the far fringe on a mere agriworld, where, with her wretchedness and sorcery most foul, started her plans. Even at the beginning, the Witch-Queen has sowed the seeds of her true design: the so-called Belladonnas a forewarning of her perverse nature.
Now the corruption of the Green Witch spreads in the Void. In the following, we shall speak of these abominable constructs, information that's been painstakingly gathered by the brave sacrifice of Inquisitorial agents, so that we may fight this detestable enemy in His name.
