Quick question: how the hell was he expecting to survive that incredibly idiotic stunt?
If he's the Rogue Trader equivalent, he's probably got all sorts of hidden surprises on his person (and chair) that he could pull out after making a dramatic stunt or for a quick getaway.

Gunning down the local ruler in their house, then broadcasting demands over their smoking corpse while your ship looms ominously overhead is exactly the sort of thing I could see a Rogue Trader doing. They thrive off of audacity.

I'm not aware of the IoM having meatpuppet tech -- either remote or sleeve. There's enough weird lore that I suppose it's possible but it really doesn't fit with how utterly disposable the IoM in general feels any given person is.

That being said ... basically the only way it makes sense for him to have pulled a stunt like this is if one of two things are true:

1) He's assuming that his status as Publicani will protect him on the grounds that his being 'murdered' by the people of this planet would trigger a Militarum response that they can't afford -- thus meaning that he thinks he can literally murder with impunity and was pushing the point home to make a powerplay.
2) He's being controlled by some other entity.

If it's the first one of those that's true, he's a friggin' moron. With the amount of heretek in use by the planet, they're already under a death sentence unless they're powerful enough to not be afraid of Militarum intervention. In which case his bargaining position boils down to "bribe me so that their inevitable attack is delayed for a brief while." In which case, trying to shoot their head of state with a pistol is blatantly suicidal. (As opposed to merely probably suicidal if they weren't any kind of heretics at all.)

If it's the latter of the two, then he screwed up and basically already didn't survive something else.

Something akin to a meatsuit was possible even in 40k - actually something similar, an extremely obese planetary governor was even in one of the black library books, later it was revealed that the actual governor was hiding inside. This said, the one from the book was even bigger and a lot of cybernetic and biological enhancements were visible, it was thought that he modified his own body at first.
In the pnp rpg books there are actually a lot of pretty crazy cyberware and bioware available.

There is actually one example of this: Gaunt's Ghosts Book 3, Necropolis. The insane/Chaos-corrupted Planetary Governor sits in an MMI tank and does stuff mostly by remote puppeting a bunch of servitors/meat-puppets. However, that did require direct neural connections to the guy rather than being able to be done wirelessly.
 
Well, seems the Publicani will be in deep shit sooner or later, even if we don't bully him into submission.

Looks like not only do the Necron/Necrontyr still bear some nasty soul-scars from the C'Tan chowing down on them, evolving in a radiation-blasted helhole didn't do them any favors.

This screams remote-control clone/puppet to me. And it would be an effective tactic for him. Role in the puppet and expendable slaves, start something and he then has the justification to attack/pillage etc.

Yeah it was mentioned back in the opening post. The Necrontyr have returned, mostly keep to themselves and whose military etc is primarily made up of the sane Necrons (Flayed Ones and presumably Destroyers are not included in this).
Dragoon/Mechanicum and the Machine God probably?
No that's the Azure Magus's vessel and their Dana (long suffering high priest who deals with quirky Warp god) equivalent.

Scarlet Cavalier I don't think will get an invitation to the show down here though, or rather I hope he doesn't!

Of course the question is if they are actually using 'magic' to make their hypretechnology or if that is simply how VM interprets Necrontyr mental capabilities etc.

I know canonically it's because they have essentially hit the top of the 'mundane' tech-tree where sufficiently advanced technology is indistinguishable from magic but here? Who knows.
 
Wait what? how did this suddenly turn into a conference? The Publicani was coming in intending to BURN!LOOT!KILL! with his fleet and didn't expect the cultists to be much of a threat/worth worrying about and Sendai was just here for a fight.

How/why did they suddenly decide to walk in for a sitdown (and more to the point why did we let them dock? or at least the Publicani? you'd think that would be down a vote) and why on earth would we bother having the AM in the same group/host them in the same area as the other two when it'd be better for us if they didn't know a second incredibly powerful warp entity was involved?

I'm not dissing your writing Alectai (as it's very well done, strangeness aside) but this seems incredibly contrived. I was expecting this next part to be about watching the fight between Sendai and the Publicani if they decided to brawl (or potentially a vote to try and nudge them to fight each other first before they reach us), discussing god stuff with the Azure Magus (or asking for their assistance) and/or planning out our space defences to deal with the incoming looters/Safari hunters, not for us to just randomly decide to let them onto the station/get within weapons range without us doing anything.

Like, no matter how icky they make VM feel, we absolutely should not dismiss/not personally interact with the necrons.
Not entirely sure how we'd be able to stop feeling icked out by them, since this seems a bit more like a warp entity thing problem than anything else, but we should probably fix that

Then that should of been mentioned beforehand because you'd think 'may veto/prevent you from taking defensive actions and cause you to invite your enemies into the heart of your base/forces for a cup of tea and a chat instead' would have been listed as a drawback when we were given that particular domain as an option.

Seriously i don't mind the update as it was a fun read but i'm really questioning the IC logic of why/how it happened at all, especially without any actual input from the players.

The Publicani snorted, and withdrew a plasma pistol. "No, I think not." He pulls the trigger.

Power raises, and fizzles out. He blinks, and stares down at the weapon.
It did not work out the way he expected, so I guess he is stuck playing along, since he did go to the talks, 'technically'.

I don't think VM will ever be able to look at them and not be sickened unless some extreme soul restoration is done. They pretty much have had their souls ripped from their bodies to be stuffed into metal shells and then probably lost a bit more with each time they died and resurrected not to mention whatever soul-bleed happened by inertia.

By all objective measures the Necrontyr's souls must be horrifying to look at because it's essentially looking at extreme mutilation and something closer to a corpse then a healthy person.

A probe, instructions on arrival.

"To those that come with hatred in their hearts, the Cult of Verdance denies you, and stands against you!" An impression of carving blades and razor scythes.

"We await your answers!" You conclude the speech, and withdraw.

The Necrontyr prince apparently decided not to throw down against the Publicani on the way here. As for why he docked; he was invited (and only proper/polite thing for him to do was to respond) and this route is more likely to get him that desired test of might/chance to cross blades with the other folk of the galaxy.

The Publicani presumably decided to try and kill the planetary leader in order to destabilize us etc.

Well Earthblood is made from a combination of Necrodermis and Wraithbone so from a certain point of view they are already halfway there, as for VM motivation if we can somehow nudge her to think of it then her overall mentality of 'life finds a way/all things strive' should compel her to do it if she thinks it'll make them less icky.

That read more like a statement of intent/VM laying down the law, it didn't seem like it mattered/felt more like the VM was just officially introducing herself to the galaxy narratively because they were clearly coming with hostile intent.

I know why the AM showed up, we went out of our way to talk to them after all.

I do not however understand why they are anywhere near the same area as the Necrons and the Publicani, they are far friendlier so our discussions with them will be different from the ones we have with the others, VM can multitask (so can talk to AM and watch over Dana at the same time if need be) and other than contrivance i can see no reason at all that we'd want to let the two hostile groups see that a member from a different Cult is here (AM even seems to have a physical avatar in the form of that orb, even if it might be limited, so they are going to see/realise even more than if it was only the AM acolyte).

There's no reason at all we couldn't have directed the AM and their friend to a different room in the (VERY VERY LARGE, as in the there could (and should) have been several dozen miles between the AM group and the others) tree fortress (far away from where we're hosting the plasma pistol toting fatman) that held a plate of cookies and a data pad for the acolyte to enjoy while the VM and AM talked, VM can be in multiple places at once

Likely a more distant descendant then that. It's been ten thousand years since Chaos was defeated and the Necrons got to become Necrontyr again - and, it seems, retained the same life-shortening problem that the Old Ones refused to help them with:
In their arrogance, they rejected a fervent call for aid--repulsed by their twisted forms and souls.

I really hope Dana can talk her creeped-out ditz goddess into actually helping them and not repeating the tragedy that led to the War in Heaven.

We had such a vote. It was the last one.

We chose to talk to the other two people instead of either of them.

The Necrontyr are back in biological bodies. No Necrodermis is involved in any way, shape, form, or capacity.

Well, it was implied that they got the flesh back as part of some sort of deal. Probably with the imperium or eldar.

Either would be dickish enough to put them in replica's of their old bodies, right down to the incredibly short lifespans.

You can feel the other Entity preening at something, even if their Vessel appears to be bobbing nonchalantly. A quick sabotage of the weapon, causing a misfire... When combined with the strength of your Elysium field...

Oh goodness, that was entirely too reckless.
Elysium slapped down PubChub, but it looks like AM did too, and in a technically-nonviolent way ("I am a deity of Artifice, and I say this product of artifice will do nothing!") - I wonder if the Elysium field will reward her in some way for helping to enforce it?
