Seems easiest to appease the two federal powers when it comes to arbitration format, they care more for form than function

[X] Ministry of Integrity

Integrity is more important to me but I'll be happy if the Ministry or the Theocracy wins since we need both of them to not be upsetti spaghetti with us

I'm down with raising out MOI points.
But do we know what future discussion topics might entail... like so we can match our schmoozing targets with their most heartfelt topics?
iirc, the Liu noble was really interested in maps and lines of demarcation and Cao Chun was really worried about fraternization.

Buttering up the two lowest Favorability Factions only makes sense. Also this sort of thing would be really important to the MOI so it'll probably get more points.

I find the idea that the Theocracy really really liked our appeal to Precedent intriguing. Communicating that, regardless of our "stability" we have achieved Stable Great Spirits (Especially in this instance the Great Spirit of Law) should be interesting because we simply don't know the history of the Polar Nations. When a being Ascends they become part of the whole of creation, so long as nothing opposes or takes precedence in a region. It's plausible that Steel Words Binding had an effect on the oaths sworn by Nomads, or on the Words sworn in the South.

I get the sense that the Polar Theocracy is a group that, similar to the MoI, is generally not involved with the arbitration and law concerns but can exercise oversight. The people of White Skies and Emerald Seas will likely be the ones truly involved in the arbitrations, but taking notes of the arbitrations that are compatible with the filing systems of PT and MoI is probably the easiest goal to hit. Makes it easy to monitor and pull up the receipts if either decides the arbitrations are threatening the integrity of their states. Might not be a popular idea for everyone though

Horror. A river filled with horrors. Broken bodies, broken minds, broken souls, the uncared for detritus of those who claimed to have a better way, who promised they were different. And yet the river was contained, held in the high banks of the weathered old levy so painstakingly built on its shore.
A poiniant reminder of exactly why the MoI might be against our project, outside of the usual Imperial prickliness with outsiders. "I can fix it" can quickly become "I can make it worse". The Imperial system is supported because for all it's many many many failures, it is still better than a lot of the alternatives.

Cao Chun was making a point to us here.

Let's shore up any misunderstandings.
