I have a question, as someone whos first language is not English.

"I see," Jin Tae said. "Lady Ling is wise."

She could only feel the begrudging nature of the complement due to her superior cultivation.

Does this mean that Jin Tae is actually "impressed" with the solution to the problem and he is unhappy to agree that anything but a one sided apology is the correct way to go forward?

Or is this irony on his side and he just needs to say something nice since they are in a public setting and he (and by extension the ministry) does not agree with the solution?

It means he feels forced to give the compliment; whether that's because her argument was sufficient to convince him but not enough for him to be happy about it, or him lying to her face, is left undetermined (by that sentence).

That said, if he was outright lying, I think Ling Qi would have a pretty good chance of catching him at it, and we'd have gotten more than just "his compliments are begrudging." Also... Ling Qi isn't the only cultivator who can read the truth of people's statements, so I doubt Jin Tae is in the habit of lying outright.

I suspect that as an apprentice in Ministry of Integrity, he would be meeting larger than average sample size of cultivators proficient in smelling lies.
That does not mean he has to always tell the truth, but the lies he tells need to be socially acceptable.
White lies, false humility, etc...

But it would be reasonable to assume that he would avoid outright lies where ever possible as a survival tactic.

First, it's "compliment" (praise, flatter[y]), not "complement" (make complete, [fill in] the other "half")

Jin Tae internally does not like acknowledging Ling Qi as successful, but does it anyway, and manages to make his voice sound almost completely happy to give praise (he's good at politicking). However, Ling Qi is very perceptive and can see that he feels forced to give it since he "lost".
