I believe that at every 100% mark we get access to another Federation Perk, with bigger and better perks becoming available over time. Ie: international transit network.

Bureaucracy is necessary villain. Anything cohesive and stable has to have structure. Gears that move the divided lumbering beasts so it can unite and crushing everything unwanted beneath its weight of gears and mechanism.

This works well enough for a starter perk, although I find myself curious as to how it'd affect the narrative. Given every 10 years, the Cy-Pack will reach 100% Cohesion on it's own due to this perk's passive gain. Plus, this also mitigates things that would hypothetically target cohesion levels.
 
The bottom two are great options, I won't be upset if food or antiimperial wins. Still think Bureaucracy is the way to go.

It might cause some political problems due to the accumulation of power within a managerial class if we don't take steps to prevent that.

(We should take steps to prevent that)

I'm also of the opinion that this five year plan is when we should finally take The Anarchist Are Back perk for Guangchou because that lowers the cost of political actions, and we're overdue for a bunch of reforms.
