so i know our libra did tons of dmg to ork forces but compared to standard imperial force, how would they fair? what made our fighters and bombers effective again (other then space marine level pilots)?
Still pretty good, especially against destroyers and other escorts. Sword-classes would be a bit more dangerous because they have a fairly potent CIWS setup for Imperial shipbuilding compared to their size, but even then, it's not a high priority for them. Most factions just don't have a very high focus on Point Defense because most factions don't focus on mass ordnance strikes. This isn't to say that it'll never happen--for instance, there's a minor Xenos race called the Rak'gol in the Koronus Expanse that have insanely good PD, and it's possible for after-market upgrades to get an Imperial formation to have a concerningly potent flak screen, but it's not the default assumption.
It's just not going to be "Every strike craft attack is a critical" like it is against Orks, because they actually bother armoring the parts of their ship that aren't the prow.

What it didn't struggle to classify were the dozens of macro-cannon shells already flying against her Cobras, clusters of missiles racing after those with elan she would have found admirable...if these ships hadn't been marked with a small identifier that damned this "Glimmering Federation" beyond doubt.
"Order a fighting retreat. We were here to burn out Xenos squatting on Imperial planets, not fight to our deaths," she ordered, and her crew followed her commands with hectic voices rising and messages flying through her fleet. Oh sure, it won't be enough on its own, but we do in fact need to increase Void Industry and Military Industry if we want to fight a sustained war.
We're going to be adding ships to our fleet every turn for the next while, but forgetting that we have things that increase our baseline capacity to do war (and design ships) right now would be a potentially fatal mistake.

I think they are upgraded, since they're using Macrocannons and Missiles instead of Railguns now. But maybe they just don't have good enough armor yet.
