No, that reaction is fully reasonable. :V

First Customer Bonus - Expanded edition

Admiral Yanavir von Wild Al Raha was sent as leader of navy officers that the Glimmering Federation requested to consult about the designs of the lance ships custom-designed to oppose the vile Heretics who worshipped the Plague Lord because while the duchy can afford to throw more resources at that problem, Her Highness allowed her family's faction, Home Wardens, to ask federation for help. Although it was worded differently through 10 different layers of double meanings and euphemisms, it took an hour of audience time for Her Highness to say that she agreed. According to her honourable grandfather, that was very quick meeting.

Which made her very glad that she followed the footsteps of her great great grandfathered and focused on their navy mandate. The few years she spent in the Glimmering Federation were surprisingly productive. When they were told to weigh in on the designs federation was willing to part with, she expected long and very annoying talks, or rather "talks" with their mechanicum, but to her pleasant surprise, Star-Mechanicum adepts that they were working with were very to the point and willing to dumb down technical jargon, so officers can understand what was said to them.
And oh, Starchild, did the claims those adepts made seem fabricated at first, then the cogbois deliver the Caelum-class Lance Destroyer who run circles around the testing destroyer that Duchy lend for comparison, after that the insane claims of Star Mechanicus only continued to prove to be true. Equuleus-class Escort Frigate and Lacerta-class Light Cruiser that they made together were a thing of beauty, not very well automated, but given the amount of "automatons" and according to the inquisitorial psyker, that may be on purpose, but the sheer range of those lances.

Oh, if she hadn't been a believer in Starchild already, she would have converted from this mission alone. Funnily enough, this happened to quite a few delegation members, including the other one led by Mechanicus.

Gentor Hal-52125, leader of the technological exchange mission to the federation, after multiple tours seeing the wetware production, implementation and repair as well as the augments of the common laymen in the federation, started following the creeds and ritual rites of Star Mechanicum. He, of course, was vetted later by the Inquisitor, who passed as one of her junior officers but, upon once again finding no corruption, was quietly returned to their quarters.

Either way, after a short and yet long years in federation, she and both delegations will return to their homeland to fight against all that besiege it. She will miss dirty cheap chocolate.

"My Lady." Oh, stay still her poor heart; you just need to act like a superior to an inquisitor, not a big deal you manged it for years.
"Yes, Reginus?"
"Glimerings said that they have a gift to the duchy and Home Wardens to help fight against Chaos and show that they appreciate "Duchy becoming less of a dick to its own people"." Oh it seems that surprises aren't over.
"Why do you need to tell me that?"
"They said it is a warship, but they want to start the handover of it in the Voxx Primus and ask you to appeal for an exception to the DMZ treaty for that ship alone." That is a bit surprising but in hindsight, a lot of her counterparts from Federation and star mechanics adepts did ask what kind of ship Duchy would be pleased with if they could make a flagship worth of the legends of Great Crusade.
"Of course, let me contact Inquisitor to file the paperwork."
"Yes, my lady." Oh dear, that is a very smug smile; stay still, my heart.

The Orbital station overlooks a green and blue planet that once was a hive world under the Duchy. For centuries, it served as an unofficial embassy of the Duchy until recently, an ambassadorial palace was opened on the planet itself, yet aside from Lord Ambassador whose uncle is High Jester of the Mulistranus Clown Syndicate and Court Jester to Her Highness, most officials prefer the old orbital station, especially for short stays.

And despite their different status, opinions, creeds, inner factions, planets of origins and age, the natives of the duchy, for the first time, were of the one mind upon witnessing the gift from the Federation. For the lowest maid to the inquisitor himself:

They sent us a Battleship!?!?

AN: I will return to finish this with the tour of the battleship itself, but for now I am going to eat something

Reginus al Allisanterd was, for the first time since his years as a mere agent of inquisitor, stupefied. His fellow inquisitors always saw the Glimmering Federation as the least evil of the neighbours of the Duchy. Their creed was a heresy, but barely; they still opposed forces of chaos and worshipped the Emperor, even if said worship intertwined him with mechanicus creed of omnisiash and was focused on his 2nd coming. The apparent naivete of the state and its work to uncover the Abominable Intelligence plot during the Hive War were signs that Duchy could afford to wait until the situations in other regions calmed down and they could be returned to the fold sometime in the future.

A few inquisitors were tasked with watching them for signs of Tzeentchian or Slaaneashi corruption but found nothing, for the federation was very much not like the rest of the sector, trying to find criminal underbellies in the shanty towns to recruit informants or cults proven to be almost impossible as at least neighbouring subsectors lacked poverty, oh there were a few poor people around, but the state&church made sure that they weren't desperate enough to fall to chaos and wanted bigger bribes to act as informants; infiltrating the military and the military-industrial complex was much harder as Federation's counterintelligence often found out about the infiltrators before they could be share more than basic information. In general Inquisitorial conclaves about the Federation could be summarized as "Where the fuck are the chaos cults and poverty among these xenoloving heretics?!", but also being happy that at least one border was stable.

And yet, as he walks behind Admiral Al Raha, he can't help but wonder if Federation is simply that good; he wasn't a member of Mechanicus, but even to him; the ship they were on was clearly holy. It was self-sustaining, had more lances than some fleets, the many shrines to the "Starchild" and its aspects, including the holy Emperor, were scattered in walking distance from every quarter or battle station; and what a quarters they were, house Al Raha will swim in the 4th and 5th+ children of nobles house involved in the navy begging for a position of simple gunner.

He walked admiring the artworks depicting humanity at what the federation thought was their greatness, helping others and killing Chaos. While he had some trouble understanding why a child helping another stand up in a creek was treated with near same reverence to what clearly was human fighting against darkness that is Chaos (an interesting way to depict it without any room for it to use it to corrupt the weak) their tour guide thankfully had an answer:
"Both fight the enemy, one with mercy other with ruthlessness, without one other means nothing."

Which... was an interesting take. The tour moved on to many different parts of the battleship, through the orchards and hydroponic farms, through a manofactorium which used techniques duchy sold to federation just a few years ago, which meant that they could make more of battleships... At least they are interested in fighting chaos as long as duchy population won't live like underhivers.

They finally finished on the command centre and bridges, which, in his personal opinion, were surprisingly cosy looking but not bad per se. Admiral Al Raha had the honour of testing the primary weapons on what looked like an emptied-out Asteroid of large size.

One moment, there is one, and the next light flashes, and the dust remains.

And no one could help but just imagine what it will do to the cultists and smile.

Try to bribe all the choirs we sent to help them?

"Please share hippity hoppity,in exchange we can give you....uuuhhh eegghhh....aaahh?"

Lmao only thing they can offer is status

Because we have them beat on life quality and wealth at every level

Also ideologically we are superior
Our god is force we can actively see and measure as well loving

Ok, let's get to planning. A lot to think about and only a little bit of time to do it. Here's a couple of plan templates, I'd love opinions on them. I would remind everybody we did sign a mutual defense pact with the Stellar Growth. So let's go defend them.

1.Plan: Military Agenda Focus
-[] Turn off Cry for the Future:
-[] [Chapter] Lament's Legion (0/1)
-[] Military actions X5 (2x Agenda bonus actions, 1x Heartbeat of Industry Action)
--[] 1 action to send out our new fleet - Flag Armada Nebula + 9 SBGs + 5 nomadic fleets to go help the Stellar Growth
--[] Retrieve Slain Titans
--[] 3x actions to build a new Flag Armada + 11 more SBGs.

2. Plan: This is a 14 action turn
-[] Leave cry for the future on.
-[] Psykana x2 -> 5 psykana actions with Class is in Session
--[] 2x melody actions
--[] 2x song actions
--[] Write-in to figure out how to manually calm the warp
-[] Research action x1 -> 2 with Glint of Genius
--[] Universally Applicable Aid Packages (0/1)
--[] New Generation Ground Vehicles (0/1)
-[] Military actions x2-> 5 with (2x Agenda bonus actions, 1x Heartbeat of Industry Action)
--[] 1 action to send out our new fleet - Flag Armada Nebula + 9 SBGs + 5 nomadic fleets to go help the Stellar Growth against Slaanesh
--[] Retrieve Slain Titans
--[] 3x actions to build a new Flag Armada + 11 more SBGs.
-[] [Chapter] Lament's Legion (0/1)

I think I'm actually in favor of plan template #1 or some variation. I want to sing a War Symphony next turn, and that only happens if we don't push the warp into Danger Mode.

@HeroCooky Questions!
1. Can we put half an action into a design/shipbuilding action and get half of the output? So 700/37 DP?
2. What's up with out fleets? It looks like a bunch of them are still on the Khorne-stomping train, and we only have the new ones to play with. But the ship numbers are a bit wonky?
3. Do we actually need to spend an action on the [] Duel of the Fates or can we just free-action write in to use our existing titans?

Hmm, you know. If every ally we had wasn't in a death struggle we could make it so that we could give the location of a Hippity Hoppity site in exchange for shared information on whatever they found there. I am sure many in the region would love to go into decade long stint to find the coolest tech even if they have to share it.

@HeroCooky question. Is the Warp's decreasing status taking into account the effects of the symphony or no?

I think it's not taking account, it's telling us what the trend is barring any weirdness. So it goes up and then either stays still, increases, or falls depending on the trend.

14 action turn though with 5 Psykana? I really don't want to see what happens if we roll a Chaos Dubs and they just decide to nudge the meter just a little bit. Best stick with the simple one and cool the Warp off a bit.

Plotting out the free actions to tack on -
-[] [Free] Consecrate In Sacred Sand (Archwan)
-[] [Free] Duel Of The Fates (7/12) - Recall the Blade of the Golden Sky & the Blade of the Glimmering Star for this purpose.
-[] [Free] Fleet Redesign
--[] Replace 1 Lepus-class Grand Cruiser &1 Phoenix-Class Arc Cruisers in The Flag Armada with Divine Spark & Pantagruel-class temple ships.
--[] [Free] Reach out to both the Shipwright's Grove and the van Zandt Duchy on the topic of technology transfer. We have powerful technologies they would like, they have powerful technologies we would like. We're both fighting Chaos. Surely there is room for positive dealings.

You know, if we really want to do Black Ash with a bang, I figure if we activate Works, a Deus Machina with the 50% boost and Mechandrite is "only" 2 real actions haha…
Works Generational doesn't do anything for the auto-ticker. It's very sad.

One or two cool off turns then we re-activate the symphony and do the 14 action thingy
The only reason it's such a pop-off is because we have that spare action we don't need to use to activate the symphony. Turns where the symphony is already turned on are like 25-30% more powerful than turns where you turn the symphony on. Such is life. I'd still prefer to sing a war symphony next turn.

Hmm. Alternate plan is something like this:
3. Plan: Super Military Agenda Focus
-[] Turn off Cry for the Future:
-[] Military actions X8 (All 3 actions into military, then we get 3 Agenda bonuses and 2 Heartbeat of Industry Bonuses)
--[] 1 action to send out our new fleet - Flag Armada Nebula + 9 SBGs + 5 nomadic fleets to go help the Stellar Growth
--[] 3x actions to build a new Flag Armada + 11 more SBGs.
--[] Retrieve Slain Titans
--[] 3x actions for a Momentus-class Titan

[@herocooky how do duchy iconoclasts call themselves]
Home Wardens.

1. Nope.
2. Those fleets you've sent away are unavailable. I've merely added the Force Limits I forgot to add last Turn..
3. Nope, Fre Action.
@HeroCooky question. Is the Warp's decreasing status taking into account the effects of the symphony or no?
Nope.

And that's why we get spineshattered, we might be able to throw down with one Dynasty, but not several.
Necrons also hard counter our carrier doctrine iirc. The Star Pulse Generator is a giant Fuck You to carriers since it hits *everything* within its range at once, ships, strikecraft, ordnance. *And* it can be used without regards to friendly fire since Necron ships are not affected by it.

Basically as per the BFG rules, when a tombship or a harvest ship fires off a Star Pulse Generator it create a giant AOE bubble centered around the ship that forces everything in its range to roll to-hit. This would obviously be utter murder to strikecraft and torpedoes

I'm... not sure the math works on this one?
We've done it a few turns in a row now. Here's how it works.
2x Base Military actions - each provides 50% bonus to a new military actions.
1x Agenda military action. Provides 50% bonus to a new military action.
1x Heartbeat of Industry military action. Provides 50% bonus to a new military action.
1x Agenda military action. Chain ends.

2 actions in, 5 actions out. It's mostly from our agenda.

...Aren't these two things the same bonus?

1x Heartbeat of Industry military action. Provides 50% bonus to a new military action.
Last I checked, Heartbeat Of Industry does not provide a 50% bonus. It reduces an action's cost by 33%, and only applies to full actions.

Last I checked, Heartbeat Of Industry does not provide a 50% bonus. It reduces an action's cost by 33%, and only applies to full actions.
What I mean to say is that the action that comes from heartbeat of industry gives us an agenda bonus half-action. Here's another way to do the math:

Heartbeat of industry effect: All military actions are 0.75 actions in cost. Cannot be used to do partial actions.
Agenda effect: Whenever you do 2 actions, you get a bonus action.

Input: 2 actions

Output phase 1: Spend 1.5 actions on 2 military actions. 0.5 actions remaining. Activated Agenda, providing +1 actions. 1.5 actions remaining.
Output phase 2: Spent 1.5 actions on 2 military actions. 0 actions remaining. Activates agenda, providing +1 actions. 1 action remaining.
Output phase 3: Spends 0.75 action on 1 military action. 0.25 actions remaining. Heartbeat of industry means this doesn't carry over and is lost.

Edit: Wait. it's 0.66, not 0.75? Uh what. Redoing the math: Nevermind Alectai is correct.

Heartbeat of industry effect: All military actions are 0.66 actions in cost. Cannot be used to do partial actions.
Agenda effect: Whenever you do 2 actions, you get a bonus action.

Input: 2 actions

Output phase 1: Spend 1.33 actions on 2 military actions. 0.66 actions remaining. Activated Agenda, providing +1 actions. 1.66 actions remaining.
Output phase 2: Spent 1.33 actions on 2 military actions. 0.33 actions remaining. Activates agenda, providing +1 actions. 1.33 action remaining.
Output phase 3: Spends 1.33 action on 2 military action. 0 actions remaining. Activates agenda, providing +1 actions.
Output phase 4: Spends 0.66 action on 1 military action. 0.33 actions remaining. Heartbeat of industry means you can't use partial actions.

... No, it's a cost reduction of .25 on each, which is basically what you said it was, Spend 0.75 each back. So you could math it as 0.75 each.

So yeah, your math should check out?

3. Plan: Super Military Agenda Focus
I think we should def do Lament's Legion this turn, we've been delaying for good reason but let them cook while the war is young!

2. Plan: This is a 14 action turn
If we're doing mega cry for future plan could colonizing gulf's edge be squeezed in there, maybe instead of one of the psykana actions? (which is less efficient but also less risky). That way we start to expand into that open-looking region of the map, while also getting started on increasing our force limits (if it's just population?)

Suggestions for third flag armada name: quasar, pulsar, Sol.

Decided that it's more important to get more titans than build another Flag Armada - we need them both for fighting and to keep the Black Ash ticking.

[X] Plan: Earplug Time!
-[X] [Free] [Psykana] Turn off Cry for the Future.
-[X] [Free] [Psykana] Choir assignments: Deactivate the Devouring Mechadendrite (20 choirs) and Class is in Session (40 choirs). Take 200 Choirs from Dutiful Spirits to attach to Flag Armada Nebula. Leave only 100 choirs in Dutiful Spirits, put all spare Choirs into Hiss of the Steam Valves, focused on consecrating the ever-living Star-Child into the new Titans as they are built upon Holy Qualach's Forge.
-[X] [Free] [Psykana/Military] Fully assign Choirs to the Flag Armadas to allow them to use all of their psykana equipment at the same time. (10 up to 16 Choirs per, for one choir on each Aquarius, one on each Cancer, and 3 on each Hercules).
-[X] [Free] Consecrate In Sacred Sand (Archwan)
-[X] [Free] Duel Of The Fates (7/12) - Apply the newly-built Valiant Battle Titans to the problem
-[X] [Free] Separately reach out to both the Shipwright's Grove and the van Zandt Duchy on the topic of technology transfer. We have powerful technologies they would like, they have powerful technologies we would like. We're both fighting Chaos. Surely there is room for positive dealings that would enrich all of our nations.
-[X] [Chapter] Lament's Legion (0/1)
-[X] [Military] Construct God-Engines 8x Immensa Immensus of the Valiant Battle Titan Pattern (2/2)

--[X] Named and painted appropriately: Blade of the Endless Void, Blade of the Blazing Horizon, Blade of the Crimson Eclipse, Blade of the Falling, Comet, Blade of the Flaming Nebula, Blade of the Searing Twilight, Blade of the Polar Lights, Blade of the Celestial Storm.
--[X] As before, build the titans on Holy Qualach's Forge, the birthplace of Holy Titans, and focus Hiss of the Steam Valves on them to make them proof against Chaos.
-[X] Retrieve Slain Titans (0/1) (Bonus Agenda action)
-[X] [Military] Fleet Construction - (1.400 Points per Action) (bonus from Heartbeat of Industry)

--[X] 5x SBGs (Scylla, Chimera, K'uk'ulkan, Neko, Elegua)
--[X] 1x LRAD (Eta)
--[X] 1x Invasion Fleet
-[X] [Military] Begin Military Operations (2nd bonus Agenda action)
--[X] Target: Cult of the Titan Symposium
--[X] Objectives: It is time to come to the aid of our longtime allies, the Stellar Grove, and fufill our side of the long-standing military pact. We will coordinate with their military to move through their territory and to aid in their defense against the Cult of the Titan Symposium. We are able to mostly supply ourselves from the manufactories of the nomadic fleets, but ask that they aid us with food and crew leave as appropriate. We also ask that they provide detailed information on the doctrine and capabilities of the cultists, and that we can coordinate closely to best use our forces in their defense.
--[X] Flag Armada Nebula.
--[X] 200 Choirs spread across the Flag Armada for Psyker support, singing whatever is most appropriate for their foes.
--[X] 6x SBGs (Sphinx, Centaur, Werewolf, Minotaur, Leviathan, Basilisk)
--[X] 5x Nomadic Fleets (Winged-Deliverance, Dust-Upon-The-Winds, Hot-Sands-Under-Swift-Legs, Banished-Sorrows-In-Dark-Times, 'Beat-Of-Oiled-Drums)
--[X] 3x LRADs (Alpha, Beta, Gamma)
--[X] Take 4 Andromeda-class Pathfinder ships from Task Fleet Beta and Task Fleet Gamma and use them to bring along the Black Cat's Claw, all 7 Tomcat-class artillery Cruisers, 4 Cat's Fang-class Lancer, and 28 Mother Cat Troopships.
--[X] Using the Mother Cat Troopships, bring along the Macabre, Irridanus 621 & Grand Armies, 16th & 38-41st War-Packs of the Blazing Sun, and the 33-37th War-Packs of the Obsidian Hammer. Fill all excess capacity with the Black Cat Mercenary Army.
--[X] Most the Lamenters are off fighting the Duelists, but ask if there are any Lamenters who want to come stab a different set of Cultists.

Blah war plans take a while. Anything I missed?
Edit: Good catch @BigBadBob7070, added using the Black Cat transports.

--[X] Almost all of our troop transport capability is committed against the Gore-Sworn Duelists, but we've got 2 spare Taurus's, which we'll use to send the 16th War-Pack of the Blazing Sun and the 31st War-Pack of the Obsidian Hammer. Also ask if there are any Lamenters at all who can come.
Actually, we still have some troop transport capability. That being the Black Cat Company fleet which has dozens of troop ships. Albeit, they don't have pathfinder ships so they'll likely be slowboating it.

No, I meant for constructing a new Titan. Deus Machina is 6 post Heartbeat, Works Generational reduces it by 1/3rd making it 4 Actions. Unless I'm not understanding mechanics right. It's my suspicion that a Deus Machina would pass the vibecheck for any Black Ash stuff, imo. Unless I'm drastically misreading stuff.

I'm fine making more valiants, although it may be worth making 40 of the smallest set of titans, because they're still pretty enormous and there's value in being able to throw 40 titans at different places even if the bigger ones are of better force concentration.

negaverse quest reaction to our symphonies is gonna be insane

"what you mean 14 actions and mountain sized titans that cost 4 AP......"
