You simply put a [-X% discount to all techniques unless otherwise specified] next to the Chakra Control attribute.
Or group it as [-X% discount to C-rank techniques],[-Y% discount to B-rank techniques] et cetera, changing as her Chakra Control improves.

They went around sealing things into Hisana's scroll, stopping when they finally found the summoning scrolls.
This is not an arms cache; this looks more like an attempt at preserving clan history that also happens to include usable weapons.
The variety of things here suggests that the Uchiha set up a fallback plan when village tensions began to rise post-Kyuubi.

Showing off shurikenjutsu is inconsequential enough that I can't see why not.
Hisana is an exceptional student, and not actually showing much off would arguably draw more attention than showing stuff off.
So have a little fun.
I notice all the ninjutsu options are B-rank techniques.
Showing off the Shadow Clone pretty strongly fingers us as the source of Naruto's knowledge of Shadow Clone; dude has never been a great scholar, and I doubt that changed in this AU. Nor is he particularly subtle; betting everyone in his class knows he can use all the D-ranks and some C-rank ninjutsu.
It doesn't reveal anything else that we don't want to show off though, and given how Naruto already knows some ninjutsu after hanging out with Uchiha, it's hardly a big shocker.
Both Drilling Air Bullets and our chakra storage seal reveal capabilities that only our private tutors and close friends know we have.
Especially the chakra storage seal.
I see no reason to show off B-rank Wind Release or chakra storage seals in a genin Academy test.
Not keeping an eye on Mizuki is just begging for Bad Things to happen.
We don't need to follow him; in the last turn we learned Shadow Clone, and we went to the trouble of signing a summons contract.
Send a henge'd Shadow Clone, or summon a raven and ask it to shadow him, if we don't think our stealth is good enough.
Do note that this is an AU Mizuki, so he might well be entirely harmless.
But sticking one's head in the sand has never been a predictor of good outcomes.
