if all you want is plasma then this is just a extra step.
This route means we need one step to learn the fire thing, an other to incorporate wind to it, and a third to make it outside of the hyper specialised "on my sword" situation.
What you should advocate is taking two already mastered Fire and Wind jutsu and use an action to fuse those. Two actions saved.

Similar stuff stacks and give greater results.
I could make the same argument that Hisana already has a sword jutsu so she shouldn't bother learning anything else. Or fire jutsu. Or anything else really.

Now, spending one of our Ninjutsu perks on our Kenjutsu strikes me as a mistake, honestly. We have the Kenjutsu perks for that, and we want to avoid crippling overspecialisation. Leaving the proper ninjutsu perks of chakra cables or wind dragon barrage. Both sound tempting, but the former is in the lead of the two by far. So to avoid vote splitting:

Why the hell do we need elemental chakra flow when the current level of chakra flow is enough to cut near damn close to everything and adding an elemental aspect won't increase its cutting power enough to cut the things we can't currently cut?
The next chakra flow upgrade that would actually be worth anything is Senjutsu, since, y'know, Sage chakra shrugs off anything that isn't Sage chakra. Get the cables instead. Creative anchoring of cables that can support our weight can lead to Bleach style air-walking, which is the next best thing to true flight. Fighting Hisana in a forest or urban environment would be almost suicidal with full 3-dimensional mobility combined with the Lightning Blood Seal.
Edit: Secondary thought: chakra cables in combat serving as our low level combat option, a la Kanzaki from To Aru. When we do eventually draw, the battlefield is littered with persistent chakra cables that we can stand on, so our Iaido strikes can come from any angle, and go to any angle.

Well, nobody in this Arc has any special vulnerability to fire, for one thing. Chakra Cables seem like the kind of thing that's really multipurpose. The dragon barrage, not so much. We can make one wind dragon, and it's already crazy inefficient and we never use it. Even just now, we used the Grand Fireball instead.

Jirobo: Earth jutsu including that prison dome, chakra absorption, hella tanky. Sasuke knows Chidori, we can cut through rock and can likely dodge his dome. Keep away from Karin.
Kidoumaru: Spider summons, silk jutsu, archery, armor. Run interference for the other two, by cutting apart his constructs. Karin might be able to counter him too with her own constructs, to an extent, and Sasuke can burn away his silk. Armor-piercing attacks can take him out.
Tayuya: Sound genjutsu, ogre summons. Let Sasuke counter her Genjutsu, if she falls back to use her techniques from cover we could use the opportunity to rush her and take her out without interference by her teammates.
Sakon/Ukon: Taijutsu, body possession. Keep at range with Karin's chains, kill with ranged attacks.

That's actually part of why I'm interested in Wind Dragon Barrage: it's homing. If it was just another big fancy jutsu I wouldn't be as excited, canon has shown us that the dodging around here is ridiculous, but it's a lot harder to dodge something that keeps coming after you. I don't know if people have figured out how to do the chakra equivalent of a flare dump.
We hit Baki of all people. A Kakashi level jounin. e: No, wait, it was Dragon Bullet. Still, principle remains, we hit someone with the big ninjutsu finisher.
Of course we used lightning blood to accelerate our hand signs so we outcasted him. Because real ninja are cheating cheaters who cheat.
