Because the Empier is utterly massive and there's no way it can fit in that region they are located, rather it make more sense to say Gallia was misplaced in this world but the Imperial forces have come along for the ride.

Pretty much, Kings are not something that can be dealt easily, they are foes that take a lot of steps and scheme to defeat them. So in essence they have plot armor protecting them, power of narration and all that.

There's also the Princes, now these guys are one step bellow the Kings for one reason or another but has the potential to become one if work hard enough and while not durable as Kings are still a pain to get rid off. Jewel, leader of the Restoration, and Zavok are Princes and both are very close to attain the mantle of King if I am reading the map right for the Green Hill Zone.

Eggman however is a King because of narration but in practice he is on the same level as a Prince and currently Green Hill Zone is in a struggle for power over who will become King there, because of Eggman weaken start he has a real possibility to lose the power struggle if not careful.

"Mmm…Chaos Council…New Yoke City…Interesting." Eggman couldn't help but mutter as he reviewed the information from this "Rusty Rose" Database. What he had learned so far really intrigued him.

It was morning already, the doctor, once he saw their unexpected gift, wasted no moment in springing back to action, waking Dr.Starline to help him bring the robotic version of Amy Rose to their Lab. Both of them were able to drag the very heavy machine to this base workbench and began the hazardous task of repairing her.

Oddly, once Eggman laid eyes to her personally, a flash of pain surged on his brain, something was trying to resurface, like a long lost memorie that was always there, but had no reason to appear.

He seemed to see flashes of a city…but then he saw what seemed to be like a baby version of him and made him recoil in disgust, letting whatever it was fade away. He didn't want to know what that was about.

Anyway, both of the doctors spent the last few hours fixing this weird robot, and he had to comment, her design was incredibly similar to his badniks…but at the same time not. He could see several of his ideas and personal touch on her, but it was bizarre, like if someone used his brilliance in unexpected ways he never thought of, which was ridiculous, no one anyone could do something like that!

After, replacing her power core with a new one, and building the new limbs for her. Eggman spent the last few hours digging inside the robot Memory Banks. Much of it was corrupted, the damage he suffered was so great that he doubted the Robot could remember much of the last few days' events.

Even so, there were nuggets of info he could find in the database that told loads of information. A program for total obedience for any Eggman in the Chaos Council? That implied there was more of one version of him that she obeyed…Curious. Some coordinates for a New Yoke City that didn't appear anywhere on his data banks? Possibility of her coming of an alternate reality, not unexpected. He would need more time to dig through what he was able to salvage of the original data.

"How fairs our patient, Dr. Starline?" Eggman asked as he decided it was enough for now. It was time to put this generous gift to new use!"

"She should be ready to be reactivated, good Doctor!" His wannabe fan said with much enthusiasm, being happy to assist him on working on this project, currently he was wearing a welding mask as he finished integrating a new leg unto this "Rusty Rose". "Should I reactivate her?"

"Of course! Our newest recruit needs to meet her master after all!" Eggman shouted excitedly. With this unexpected gift, he had a few ideas already in mind of how to employ her to the best of her ability.

"Right away!" Starline shouted as he disconnected the power cables connected to Rusty and gave the command to reactivate her systems.

In no time Rusty Rose opened her eyes and stood up from her bench. Expression blank as her systems rebooted, eyes glowing red with the symbol of the glorious Eggman Empire. Eggman rubbed his hands excitedly while Starline watched in awe.

"New software detected. Change of directives detected. Analyzing new parameters." The robot said with a monotonous tone as several digital sounds could be heard coming from her. "Update complete."

She then turned to look directly at Eggman. "Good afternoon doctor. How may I be of service today?" She asked as she adopted a more formal posture, ready to obey any command.

"You may be no Metal, but you will do just fine for now." He commented as he rubbed his chin. "There's too much to do now…finding those Emeralds could help a lot right now."

"Um… Dr. Eggman. I forgot to mention this before buuuut…" Starlien says as he retrieves a small chest from inside his coat, opening it, he shows the contents to Eggman.

Eggman stares at the contents for a second before breaking into an evil laugh, as he grabs the chest from Starline.
In his hands, the Blue Chaos Emerald shines brightly, ready to be used in whatever grand scheme the doctor can think of.

"Oh yes! Now, we are working with real power tools!" He says as he goes to leave the lab. "Follow me, both of you! There's much work to be done!"

"I need to remind the world who is their true leader, and there are lots of preparations to do for my grand return!"

Seems like Zavok has taken control of all my systems, having configured the badniks to recognize him as supreme leader! I could try and send a virus to the current base he uses through the Eggnet to possibly snag control of the badniks, or at the very least, put viruses to cause trouble for him.
Still, it's a risk, if this goes wrong, they could have the means to trace me... No matter, I must do it!

Apparently since the "Shattering." The world was completely changed, from what Starline was able to tell you, only the Green Hill Zones and Angel Island remained, everything else has been replaced by other places from other worlds or even universes! One of the closest ones to hear is a territory called the Empire, who Metal attacked and might have...spurred a bit. Now they are in a three way war between Zavok and Black Doom.
So far the Empire has managed to take over some of the territory originally to Green Hill Zones... Perhaps it could be worth infiltrating it to have some eyes on it?
Reward: Infiltrate the zone that connects the Empire with Green Hill Zone. Unlock new actions.

Gather Rings DC:5/50/90
Rings are a strange naturally spawning mystic item that covered most of the world back before the transformation. It seems they have not stopped appearing in the Green Hill area and there may be some use I can make of them, if only as a source of power.

Study The Warp Topaz DC:70 (Only Starline May Be Assigned)
I have seen many different versions and knock off gemstones trying to match the power of The Chaos Emerald, but if Starline is to keep the thing he better study it, understand it, and fill out a full report.

Back on Mobius I couldn't walk ten steps without tripping over some world ending gemstone, key to a mystical prison, or some other such magical nonsense. Those are all useful things to both have and prevent others from having, however, best check to see if things follow suit in this new world.

Ok. We are on the backfoot. We need to try to get any sort of metal / hero we can.. i thinks its more adventagious to try to grab badniks vai quiet rather then smash or reprogram. Def think we should rebuild metal sonic we need more units. I dont see any way to get metal outside fighting our own forces or raiding which we are not ready for.

Here we go this is the plan I cook up.

First thing we need to do is establish a perimeter and study who we make borders while accomplishing some that autopass DCs, such as rebuildin the Egg Mobile (Can't have a Dr. Eggman without his personal vehicle, think of so many memories we have trying to kill Sonic with it before we move up with fair more elaborate machines) we have the opportunity to recruit Stone that we should do soon as possible;

While sending Starline to scope the area for minions, may as well start to gather rings too.

Next turn than we focus in gathering metal and try to quietly assume control of some Badniks.

@Kingster this plan is viable?

Edit: sending Starline to recruit minion and doing alongside his personal may synergy so is a good match in my opinion.

I just think Rusty would be curious about her new boss and his cowokers, specially since at this point Eggman is way more free to do stuff he likes so he may feel a bit more chatty.

Eggman loves tinkering with machines plus maybe they can chat when Eggman is checking Rusty technology,

Also that action for Starline will probably unlock Surge&Kit mess up as that whole ordeal was they do make good hero units, specially since Eggman probably can offer some insights in not be too harsh towards them.

Stone? He's going to be confused seeing a fat version of the doctor he knows. (and probably loves.)

Stone also someone smart, not as smart as Eggman but smart enough to manage to follow his instructions and use his machine well enough, plus he often serve as middle man for anything Robotnik consider "basic" so he pribably has good Heart Stats so we need him if we want to establish a alliance with the Restoration we sure as heck going to need them if we want to beat the Deadly Six and reestabelish control of Eggman's factories and armies.

The fiendishy Zeti, they probably painting Eggman's bases and his magnificent Egg Fleet in tacky colors to mark territories and being messy while they are it while showing no proper respect for his creations.

Pretty sure Eggman free it, it's not like he need animals anymore to power his machines in modern times. Then again he revert to this practice when he need to build a army quick but that's in a industrial level and he don't have time hunt them down, it's doubtful he need flickies anymore since a Power Core is a good enough substitute and he don't need to waste time hunting animals.

Although he will take time in hunting wisps since they do generate a lot of power.

He found that birdie relatively safe inside Rusty

He checked her schematics and found odd that she didn't have those power sources that uses animals and decided to put one right in to work alongside the normal power core he uses as a secondary/back up power source for Rusty.

He has limited resources so he makes due with whatever he has at hand.
 
The Flicky Engine is an oldie but a goodie and when you're as down bad for resources as Eggman is, you use everything you can.

I think why we can only build one squad of badniks per turn is because Eggman have to send a humiliating amount of time capturing animals than building his machines also per Sonic Lost World there's apperently a standard for animals to be used as power source, since he get mad at the Deadly Six for bringing underwhelming animals and demand better ones.

I think 24 hours is a bit too much at this stage of the quest to discuss plans since the quest just started so there's not a lot of options so maybe in this earlier turns the moratorium should be 6 to 12 hours.

It's a classic and modern models trade they energy bolts for roaming missiles so they probably can have a bonus against aerial targets and serve as long range units and AA-guns.

Also there's the Egg Fighters and they variant the Egg Shooter they probably were meant to be melee units, so they probably are tougher and more expensive than Egg Pawns enough to not be viable to replace the entire series.

Egg Chaser however is another aerial unit but meant to be a interceptor aircraft due to they high speed and armament more suitable to take enemy aircraft than sonic, what with they laser beams and roaming missiles.

I'm gonna hate to say it but we need to team up with them and the restoration to fight black doom together.

First we need to acquire a descent Hearts unit since the roll is quite a right and none of our heroes can compensate for this. Agent Stone probably has a decent Heart Score but we should build some Egg Pawns Variants to help as well since they a minor +5 in anything not combat related and we going to need all the help if we are to pass this roll.

After discussing it for a bit, we forced to shorten the moratorium, will problablt open vote in like 2 hours max most likely.

Most likely we will nix the using the egg pawns for heart actions, don't want to just need you guys like that, but I can't see a reasonable explanation of how those guys could work for heart actions.

Without all the guns Egg Pawns tend to be quite nonthreatening and friendly, specially if they put appropriate outfits that make them even more disarming and approachable.

Like in Sonic Colors Egg Pawns look like they were ready for a marching band in the Starlight Carnival as a example.

Edit: we need a good source of metal while we are at it, destroying badniks attract too much attention of of the Zeti but maybe we can find a scrapyard and loot it for metals.

I would only let you that if you use them against factions that have 0 idea who eggman is or what Badniks are.
If you try and pull something like that with Zavok, GUN, The Restoration or even the Empire, they will assume an attack if they see a marching group of badniks.

Will tell you this, I need an actual proposal of how to make the Egg pawns work as diplomats and i can allow the +5 bonus. Could even allow for the creation of a dedicated Herat related pawn squad, in exchange of other variants not being able to do Heart actions.

Yopu will be able to farm metal and build badniks soon once you either have some badnik builders to make a factory or have enough strenght to take over a small area to build a factory for your needs.
 
When able, we should try to get some Egg Gunners (Sonic 06) and Egg Fighters (Sonic Unleashed) to work with the Pawns and Swatbots.

And maybe if we do enough salvage and tinkering, we can get things like Shadowbots and the like.

And as for minions....can we get any Legion Grandmasters (Pre-Reboot) and Egg Bosses (Post-Reboot) from the Archie comics?

We'd probably need a to code in some sort of Diplomacy programming at the very least. Possibly put in some better computing hardware and software. I think regular Egg Pawns are smart enough to hold a conversation and stuff. (At least they were in Archie comics). But they're not built for critical thinking needed for actual diplomacy.

Maybe package it into some sort of "Sub Commander" Egg Pawn variant.
 
Think we should check out the mean bean could lead to chance to recruit good ol agent stone, that and checking out tinker lab for chance at certain robotic daughter at top of my list.
