I'm guessing they want him to find the people he abducts and brainwashed in the comics. The ones who become Surge and Kitsunami. He turns them into a lightning/water super powered team to wreck Sonic and Tails, and it almost works!
In the comics, After Eggman fired Starline cause of continuing questioning him and causin the deadly Six lead by Zavok to take control of his machine and zombots, Starline looked for ways to surpass Eggman and was able to kidnap two random people and transform them into literal Sonic and Tails level enemies (he needed the bio data of both for rhat). It took lots of research and even Eggman was impressed by what he did.
Yeah in the comics he kidnapped and brainwashed some people and gave them powerful cybernetics he developed.* He was trying to control the whole hero/villain dynamic by replacing Sonic and Tails.
I don't want to create them specifically, but I do want super soldiers that we can create.
That and his power core technology, and I think some gene therapy.
Yeah, but considering the results so far, I think it would be better to assign him another Personal action just so that he won't get too stressed. Agent Stone had put a bonus in one of Starline personal next turn, so either do people watching again one more time hoping for the best or the search the base one to help him relax a bit.
Yeah it'd be a nice way to buff any Dark Egg Legion/Egg Army we wind up forming.

She wouldn't really be Surge at that point. We don't even know Surge's real name or real personality because Starline's a bastard. I think it's better to just not try to make them. We have plenty of other, less fucked up options.
yeah canon Surge would be practically guaranteed to turn on us, and canon Kit is so dependent on her he'd follow. still the two of them got very close to actually killing Sonic, as in when Surge electrocuted the water kit was grappling him with they actually managed to stop his heart for a bit (at least I think that's how they did it, it's been a while since I read that arc). so creating our own versions would still be extremely useful.
this is a fair point, and this way we could build the water control and lightning into the same machine, that would be terrifying.
And we shall call it: Stormageddon.
It'd be nice to give it to the more loyal Eggbosses/heroes and maybe a downgraded version spread out to whatever army of cyborgs and Badniks we create but yeah If we can create a robot with the power I can't think of a reason for giving it to people besides the cases where being an independent thinker or looking like a living person would come in handy.
I'd be shocked if Eggman hadn't designed robots that throw lightning bolts before, and Kitsunamis water control isn't even a biological power it comes from his backpack.
The controlling the water thing is him. The pack just collects and condenses the water from the air.

The result might be similar, but the internal mechanic would be different. Eggman had created many things in life with elemental powers, but even he was impressed with what Starline had created, so there should be something special about Starline's work.
I assume because he was physically connected to it via his cybernetics.
She would be forced to wear it all the time until you are able to make the cure for her with the gene therapy. Making the suit just buys you time, so if you need to focus on other things, but taking to long to get back tk it will definitely tank the opinion clove has on you
