As mentioned, if we need an easy mission to leave Black Swan off for, we could do Making The Rounds or Pest Control. Those are relatively easy while giving us some Income, which will be helpful.
 
Side note: Chihiro's recruitment went from "Eventually" to "Chance of", which means this media circus was enough for her to want to join us immediately rather than as a follow-up.

HM if we do cenotaph and meet the rookies constantly fighting crusade might lower the chance of them interfering in Mg mission.

Though it could also force them to interfere to get a win on us usong the imposters.

Still with ND help they should hopefully let us work with the resistance there.
 
So any confrontations with Crusade are going to stay battles of wits and words or speed competitions to see who can take down a bad guy faster, in essence.

I'm sorry, but I cannot resist the idea of Scarlet Maturity and Black Swan just... hanging out? It's so goddamn surreal that I have to see it. SM also interests me as a character since while his motivations seem simple, we know he's way smarter than anyone gives him credit for. If we learn how to drive a wedge between him and the Philosophers, we can potentially deprive our enemy of their biggest gun.

The Crusaders have some shiny heroes, but I don't think even White Hawk and co. want to throw down with SM. We might learn some useful information from him too, see what he thinks of the Ladder's super special protectors and where they sit in SM's ranking of powerful metas.

As the name suggests, this is all about improving our REP and starting our own PR warmachine. Cenotaph and Meet the Rookies are here for obvious reasons, and while I initially thought of adding Gentleman James to Cenotaph as a show of unity between JU and ND, the potential reward from Meet the Rookie is insane.

That's a potential +1 to each individual hero's REP if I understand it correctly. That's a +4 to our total REP if it works out, hence why we want James there since that's almost enough to offset our REP loss this turn. It will neuter our REP loss this turn if Making the Rounds passes and might net us a total of +1 REP with Menagerie Witch's 4th Estate. +2 if Move the Bus works out.

Break the Glass is there with ND's highest OP and ESP hero, and also to give us access to Wolong's 1 free OP Crit since Break the Glass has the highest OP requirement.

You'll notice that this is just 6 AP, and that's intentional. Our only options to use that 1 AP on is DemonFlamez which we want to bring John Henry on but he's only available next turn, or Pest Control which was too dangerous for my taste since if we do that, we'll be fighting 2 Silver Behemoths and 1 Gold Behemoth this turn before we go see what's up with the Magical Girls. We'll want to be as good a shape as possible before going to meet the MGs.

Crusade just made me really mad by upping the Operations check on Meet the Rookies, so I can't advocate meeting R-Train in this turn anymore. There seems to be a broad consensus on these four missions, which makes things easier since there are only 5 remaining options that let us spend all of our AP while not breaking the OPS Cap: Pest Control + Making the Rounds, Hero Worship, Long Shadows of the Night, Grand Theft Person and the Air in the Valley.

However, we do need to remove Mona from one of those missions, which means Hero Worship is right out unless we remove Mona from the Magical Girl option or something. And if we are choosing to deal with a Wonderland escapee it might as well be the one Mona is weak to, so when I wake up tomorrow I'm going to propose a couple plans; one with consensus package and Pest Control + Making the Round and another with the consensus package and Grand Theft Person, with a preference for the former to at least start making inroads with R-Train, and we probably don't need Mona on Making the Rounds.

I'm not too bothered on the Personal Actions front so people can suggest me whatever, and for Global I'm also assuming there's broad consensus for Spoonful + Prometheus + eTraction!.

See, that's exactly my plan, because we get two of our New Dawn guys in.

And this is a bit of OOC metaknowlege, but we know that Noelle-daughter of Heavenly Astrologian, a New Dawn member-is involved with the magical girls, and thinks Justice Unlimited is at fault.

We drop Mona, sure, but Gentleman James and Pallisade make up for the drop in the two big stats and also are an in-road to getting her on our side, because they were her mother's subordinates.
 
So I've mentioned this before, but we could potentially take Grand Theft Person and make that be the mission where Mona goes on patrol since we don't want her anywhere near Third Person anyways

Initial Income 7000, uses up 3,000, gain 1,000 passively. End up with 5,000 income prior to any gains from missions.

The main goal of this plan is focusing down on hero growth and acquiring options as soon as possible. So it locks in Hero Worship and Mahou Shoujo to recruit multiple high tolerance characters and Breaking Glass so that we can have John up and ready for the next chapter set. I'm of the belief that getting Mahou Shoujo done early is important for reputation reasons and I don't want anything to potentially befall Belle Sabreuse. Plus both of these are eventually recruit missions, we have a timer for the Moon River mission and I think we need to get those timers started as fast as possible. Theoretically we could swap Hero Worship for an ND mission but I'm not sure Grand Theft Person is much better than Hero Worship off the hit requirements and doing Long Shadows puts us in an awkward balance for our higher hit actions, this plan at least leaves us with only two hit related actions to work through.

ETraction! is done over Fast Pass since the recruitments are eventually rather than getting them now, so we would have time to get Fast Pass up and running, while getting higher AP as fast as possible is an enormous beneift.

For the main plan I think its a question of grabbing Gentleman James and Palisade for Hero Worship or Wolong on oversight and Ms. Naught for Break Glass for the best ND usage (which would be edited into the final version). I think that realistically we can deal with not having Black Swan for the magical girl mission without too much of an issue but that is part of why I'm interested in having Menagerie Witch boost her hit in advance of the fights (though frankly I can see an argument for pretty much all of these from her). Scarlet Maturity interests me too much to pass up, let Handyman get more closure, and Châtelet organizing the structure of the group seems relevant before we start adding more heroes and get a wider candidate pool.

Before the Fill-in Issue, these two missions actually the very same one I was considering to ask for ND help. With the revelation of Social Butterfly, I'll admit I'm a bit paranoid on playing Amoogus with our ND members (even if Key isn't SB)

No yeah, that is the very tetchy thing because I think they would figure out how to tell them apart very quick but the initial holding back and having to be careful is the bit that is tempting me to just have Wolong help trivialize a major OPS check on a 10 Ops check mission.
