It's certainly positioning itself to be one of the final missions in the act, just like Four Seasons did.So first off, how about those high tolerance hero missions huh?

For the goal of max candidates, it is only narrowly useful for tolerance 8. Any higher only needs 1 turn anyway, and any lower will not go to 10. The best use for this is to get a quick boost for a candidate we aren't likely to upgrade more than 2 times.
Actually, I just realized you could work on raising a candidate to 8 and then use this action to cap them off. If that works it's god tier.

Alright! I'm also going to bed soon, but I want you all to remember one thing: we should power up John Henry this turn. Taking Break Glass and Project Prometheus is possible, and we want to make sure the Demon Flamez situation doesn't screw us over.

It slows down to 1 AP per two new metahumans once you hit AP 5. You need one more after Chatelet .
At 5ap from Heroes we need 2 heroes for AP.
So we need one more hero to get 8ap which is why we want to give John ambrosia this turn.

Okay, so Break Glass, Cenotaph, and Meet The Rookies is basically set-in-stone for me, and I feel like it is for most of you all as well.
I'm thinking there's two main ways to deal with the REP bleeding from Crusade. Try to get Chihiro on our side so we can get some counter PR going, or take up those Dominion failure missions like Quicksilver to get REP from them. If we fail in either we'll eventually be forced to give up Project Prometheus to stop the global stat drop from crippling our ability to use up all our AP per turn.
Though it might depend on how hard the dice check for Crusade is each turn it isn't addressed.

I actually think we should try to fit Making The Rounds Or Pest Control in the plan. They both give us Income, are relatively easy so we could have Black Swan off that to handle the debt we owe Wolong, and have a chance of boosting our stats.
