Since the Qing Empire never reached its full extent and made war with the Zunghars, the areas it owns aren't considered part of traditional Chinese territory anyways. The Shun have more or less reconstituted the Ming Empire besides Liaodong and the south.

So, does "next best thing" mean they were actually puppeted? Or did their government just reform itself mid-negotiations?

Well, Manchukuo was the name of the Manchurian puppet state run by the Japanese OTL, so I suspect they are rather lacking in stuff like 'independence' and 'sovereignty' and 'not being a puppet state'.
Yeah, that's what makes it suspicious. The question is who they're puppeted to: Japan, or "China"?
 
It's not puppeted to anyone, they took the name because they were forced to surrender the mandate of Heaven and become just a Manchu state.
