*Can* we do repayments like that? I mean, I don't see why not. It doesn't seem unbalancing if you give someone EP they only get TP... As long as it's not like, everyone in the world throws EP at someone so they get insane amounts of TP to raise a massive army and this can continue indefinitely.
I could see it happening if like, major players were at war, other people would be discreetly funneling resources at the side they want to win. Or if major players had conflicting interests in a region, they could supply "their" minor power. Without needing to give them military technology and make their involvement obvious. Even if everyone *knows* that the USE and Russia are supplying the Jews and the Oceanians, if they're not using USE/Russian technology they can *deny* involvement, it just won't change what everyone knows.
