I'd suggest we cut the Metic Tax, to spur the polis towards trade as its lifeblood, over land tax. To defray that loss of revenue somewhat, we need to either start getting some tribute from the Messapii, or the amber trade route.
The Picente are a worry, as I suspect Ankon is lying to us, but we unfortunately have larger, Kymai-inspired issues.
I'd probably go with the Messapi, as while it's less cash, it tidies up a hanging problem, and we might be annoying Taras depending on how we intend to help (FUCK!) Kymai.

Since we're saving fucking Kymai, they can live by our rules, or die.

The Messapii have been left hanging out there for far too long. We need to get them brought under our vassal system lest the Peuketti grow jealous at our leniency and the Messapii themselves get too used to their ongoing conditions. There is the fortuitous excuse that we were giving them time to recover from their losses in the war before making requirements on them for our protection, but it's time and then some to do this. Most of the other options can probably wait a little while (especially since Drakonian xenoparakletor is very likely after Obander retires) and even if the Picentinii are going to be a pain well better tensions with them than with the Messapii.

Well, I'm not suprised how the Metics reacted. I was among those who warned about giving them all their minor demands. Now we are left with only critical issues, and all of them have serious drawbacks. This is a first reaction vote, with a little bit of spite. I might change this later to the Prytanis, since that would be a step towards reforming the Metics political status in general.

This is the choice that helps us the most in the long run. With the Sikeliotes growing stronger, we run the risk of Rhegion rethinking their allegiances. When looking at the diplo actions in isolation the Amber Trade route is still the highest on my priority list. However, since I 1) don't vote for paying of the Metics; 2) vote to upset Taras; 3) think that the Drakonian Foreign Slate will be very important next election (Amber+Picentes). I have decided that getting the Messapii out of the way (without also having to support a War on the Dauni) is what I will do for now.

I agree with @Spacegnom logic, also the Messapii being organized avoids them doing so themselves in ways not as favorable to us and avoids upsetting the Puketti.

I also think we are likely to grab Drakonia next turn as the Picente issue is one that has to be dealt with as well as finally grabbing the amber monoply as well as whatever other issue is put forth as their third plank.

Also did I read the update right that we are getting the military reform thanks to minor offices? And are there any other Exoria policies coming through thanks to the minor offices they won.

No, Linos discussed it with the Elder Ekdromos and they agreed that it would be too much of a weight on the city's finances. I'll see if I have room to fit in the Exorian policies, but I realize as I work through the turn plans that four foreign policy decisions per turn is too much. I think I might end up cutting foreign missions to 2 missions per cycle each time and the option to select one additional one. Part of the issue is that with this system I really barely have room to accommodate user motions and that's just not flexible enough of a system. It's exhausting me and making turns harder to put out. But it's not something I blame anyone for; it's a learning process to try and figure out the perfect balance between pre-ordained decisions (those chosen during an election year), user motions (which can be picked up anytime) and reactive decisions (which I haven't had much room for).

I could try and split turns up into two but I don't really want to do that; I like moving time forward and not spending too much time in a single turn.

Neither are even a fraction of what the Metic tax contributes to our city finances, we cannot cut their tax down in the way you are suggesting without crippling our economy from being able to do big things every turn.

The establishment of trade routes take time to develop, cutting the tax would leave us high and dry for a decade before we got back to pre reform standards. That is not acceptable when we need to arm up and prepare to fight for our Adriatic Hegemony.

Let's see. First, how to deal with Rhegion.

To me, the options are Taras on one side, and Thurii/Krotone on the other. Why? Because the former could imply another land war with Taras, and potentially another victory there, while the other two are less likely to lead to a direct war, but will probably start building an anti-Eretria camp since they will feel this is a betrayal of our alliance. Another war with Taras means delaying a lot of our other plans, but I think it's less risky than pissing off one of our allies and has the potential to grab a few pieces of land from them. Rhegion and the Sikeliote being friendly is also good for us since the Sikeliotes are rather friendly with us.

Giving metics the right to hold property should make us a more attractive immigration target, and is another step towards universal citizenship.

News from the North! Ankon reports that all is well with the Picentenes and that there are no issues to be had there, though there are some reports that their people continue to press into the hilly frontier and establish new farms there.​

Well, that's a bit of a relief. Hopefully it'll keep for the duration of Obander's term of office.

Issa and Pharos are expanding well, though some of the Liburni in the interior of Pharos have refused the reality of their subjugation and fled into the hills, where the citizens of Pharos follow to hunt them down. Iapode piracy remains an issue, but one relegated to their northeast corner, and sometimes now focused upon the Liburni who lick their wounds from their previous failures.
Hm, helpful; that will make the Liburni less likely to mono-focus on us, or at least be less likely to do so successfully and quickly.

In comparison to the xenoparakletor, my esteemed and honorable friend the great Eupraxis, the office of proboulos dates back to the first years of the city, the first concession of the citizens that although the assembly remains supreme, it is essential to elevate some men to lead, and to guide, the people. But since those days, the proboulos has revealed the failures of his office, in preserving the distinction between elevation and tyranny. There were men, good men, even great men, who saw the office of proboulos as an extension of their own glory, hubristic as they were. And as the office fell into less repute with the splitting of the xenoparakletor in the reforms created by wise Kallias, there was a general conclusion that men can only gain true glory from the office of xenoparakletor. But think of what the proboulos controls. In the first place, he is guardian of the people, as he protects the citizen rolls and oversees the other magistracies, rooting out any and all corruption. In the second place, he controls the city's finances, which are necessary for our city's survival. We are a city of commerce. Finally, in conducting the building of new great works, the proboulos provides employment to the people.

The agoranomos handles trade within the city, which means that a Drakonid proboulos overseeing a great expansion of the harbor has to contend with an Exorid agoranomos who may be at least as interested in landward trade with the Iapyges. Control of the money supply and weights and measures are similarly dominated by the Exorids, as is control of the public lands (such as is left of them).

The Drakonids do hold the popular tribunal, which drafts legislation, and the current giant mantis in charge of our temples.

And the Antipatrids are, yes, not getting much of their agenda done.

Whatever the option chosen, Obander secured the agreement of Rhegion to act as a major port of call for the women and children, and eventually the men, of Kymai, such was the trust he garnered on his journey. When he arrived in Kymai, however, he was met with a frustrating sight. The people were not pleased by his presence when he told him who he was (2d10+2=9), and it was only with some effort and discussion with the city's remaining leadership that he was able to bring them around (2d10+4=15). The reason for the suspicion was obvious, of course; Eupraxis had just come from Rhegion, and although he was an Eretrian, the mother city of Kymai was distant and only tangentially its mother through their common ancestry in Old Eretria in faraway Hellas. The arrival of Eretrian grain shipments, however quelled much of the original suspicion, and it turned to shock and relief. How grateful were they for Eretria's help! Perhaps the city would also assist them against Rhegion and its ambitions as soon as the Oscans were dealt with!

When the truth came out, of course, it was far less glamorous, and caused much consternation. Some citizens were enraged and cursed Eretria. Some sought the advice of the famed sybil of Kymai, and her oracle had been fortuitous, saying that the people of Kymai would live on, which made many think that it would be better to stay in the city.

I think we have to view this with an eye to our financial situation and the need to have stability in Epulia while we deal with far-foreign problems. Spending a large lump sum of cash among the Picentes, when we're already going to be deficit-spending for the next few years, seems unwise given that there is no pressing emergency there right now.

And Mnemnon himself, who advocated it, would prefer to go among the Messapii than among the Histri.

So to me this comes down to a choice between the Enetoi and Histri missions, both of which stand to bring in money in the medium to long term.

With the Messapii tribute, it'd be a 3.7 talent per turn net cost.

And it seems like we gave the Metics too much leeway last time, now they're using it to try and fuck us up.

I mean yes a little, but mostly no.

Eretria's entire economy and budget hinge on being able to fuck over the Metics pretty hard. Granted they're not slaves, but they are subject to very heavy discriminatory taxes and are legally barred from doing a lot of the things that people would normally be able to do to improve their lives.

It's a heavy exploitative burden we've plunked down on them. They quite understandably want it reduced.
