There are unknown parahumans with the Independents. Maybe he's one of them. Or Kaiser has him. Or he got out before Ziz hit. I kind of expected him to be with Kayden and Aster, but I would expect Kayden to at least mention him if he was.

Given your response I'm tempted to go full nuclear... Unfortunately we don't have a nope-button to press.

Edit: Also is the list of confirmed parahuman contacts in each group the same as before? Because after getting a look at / fighting them for a day the Thinkers at HQ have to have some additional intel.

The list of capes in each group was actually OOC knowledge. You can tell because Crusader was listed in Purity's group even though he showed up later and surprised the heroes who thought he was there to help capture the escapees.

Edit: Question now is whether that means that Perfect Storm is being meta or that you're being kind and Theo is the other shoe...

We good to go? We good to go. Like before, here's the list
  • Empire – Despite the heroes' best efforts, Kaiser and the Empire reached the small town of Durham, which provided Rune with plenty of ammunition. The plan is to distract the villains while a small strike team sneaks in and beheads the snake.
  • ABB – Lung and Oni Lee both vanished, though how Lung did that no one is sure. Part of the group will hold off the Teeth and Fallen while the toughest of the tough go after Lung in the ruins of Brockton Bay.
  • Independents – Most of the civilians have been recovered, but the villains themselves took off while the heroes were busy with everyone else. A small group of the initial attacking force is continuing the pursuit.
  • Security – The most exciting thing to happen so far was breaking up an argument between two precogs. Tomorrow promises to be more of the same.
