I can't see Lelouch revealing his identity to someone who is such an idiot. He couldn't really trust him not slipping.
On where to place the idiot, I first thought about sending him to live with the cultists, but then realized this would erode the image we have built about Green Sun Princes immensely. Or maybe not, if we manage to educate him about a few simple basic facts, at least?
