Just going over the First Excellency and what I remember of those charms, yeah, I think that would work. I think Kaguya could still fit this combo as well as the other one I suggested.
I'm not adverse to Kaguya, she's adorable and one of my favorite characters, but I have a hard time thinking of one situation where she fails and is offered an Infernal Exaltation. If you or someone else can offer an hypothetical scenario that convinces me, I'll be happy to use her.
Updated Charms Shop. Only Oramus ones because Ebby's ones are official. I'm trying to make sense of the various attempts spread around the web: for example, the Enigma Charms are the Social and the Beyond Charms are those to influence the world. Still, I'm growing convinced that a real Oramus Charmset with 48 different Charms (the number I read other Yozi has) that isn't just a grab-bag of powers and, why not, may even be adapted to 3E, can only be obtained with all of your help, because our combined minds are greater than the sum of their parts.

These are facets of the true Oramus in all the infinite realities where he is manifest - they are the selves he is in many other worlds.
On using this Charm, the Infernal shifts shape to an alternate version of himself (he may have his Permanent Essence of these in readiness for use) - he may be a scholar, a martial artist, a businessman or even an animal such as a peacock or eagle. Forcing himself to take the shape of what he could have been in another world is taxing however, and he may only maintain this capability until the next Scene.
The Infernal always maintains the seven signifiers of who he is in some fashion on his body, for otherwise he would not be himself. They remain Obvious as the prerequisite.
The Charm's effect may be broken early by the use of Sapphire Countermagic.
I have an idea about those that takes inspiration by Ebon Dragon's Nemesis Self Imagined Anew Charm cascade. Instead of becoming an inverted copy of a target, Lelouch becomes one of those fictional identities made with Masque of Hollow Faces, re-shuffling things like Attributes and Abilities to match them. A mix between Zelretch's Kaleidoscope and Alternate Selves and a Self-Insert. If that even made sense. What do you think?
Oramus' nightmares birth monsters strange and beautiful. His earliest dreams were influenced by the madness of the Wyld, and the embodiment of everything he was not. The first product was a shadow, a darkness that infested the war-games of the Fair Folk and Primordials. When the Infernal next sleeps, she enters a fitful nightmare that imposes a -1 penalty on her roll to recover Willpower. However, the Infernal draws the potential of her nightmares into an imaginary monster. To use this Charm, the Infernal kneels and entreats the madness of reality in Old Realm, necessitating she know the language and make a successful prayer roll (target number -1 for every Derangement she possesses, including Nightmare Fugue Vigilance). Her words spread as an invisible ripple through the cosmos, entreating a monster to rise and serve the will of Oramus through her. The summoned beast is drawn bodily into the slipstreams of the cosmos, arriving (10 – Essence) minutes later. While the Charm remains active, the monster is enchanted as follows:
• It must obey the Infernal like a bound demon without regard for its own safety. This Servitude can't be broken by spending Willpower.
• It understands all commands the Infernal speaks to it in Old Realm and can execute those commands as though it had minimum Intelligence 2.
• The Infernal can command it at a distance via successful prayers as though the beast knew First Oramus Excellency.
The creatures summoned are statistically identical to Fair Folk Cataphractoi or Diplomats, at the discretion of the Infernal. Separate activations can bind multiple creatures. With Essence 3+, the Infernal may also summon natural animals warped into Wyld Mutants. The player selects desired mutations that can't encompass more positive mutation points than (the Infernal's [Willpower + Essence]) + (the creature's total number of negative mutation points).
With repurchase at Essence 3+, the warlock can entreat the nightmares of Creation or the Wyld at night (or the horror of the Demon Realm at any time), summoning an unbound member of any non-aquatic First Circle demon race (but not a specific demon) from any realm of existence. The Charm enslaves these demons normally, but is preempted by spells that summon or bind enchanted demons.
A third purchase at Essence 5+ allows the summoning of any specific non-aquatic Primordial behemoth smaller than a geographic entity (i.e. no Lintha Ng Oroo). This follows the timing and location restrictions for First Circle demon summoning. The Charm only brings the behemoth to the warlock and doesn't grant control unless the warlock's Essence is greater than its. If other creatures smaller than the behemoth are in physical contact with it when it answers the summons, they are carried along. Behemoths are unique and powerful; most are massive, nigh-immortal entities capable of challenging Celestial Exalted.
"Summon the monster under the bed". Nice idea, but utterly vague and unbalanced. The idea of giving form and shape to nightmares is interesting, but need work.

Is it really necessary to make her a GSP? I think Lunar is not bad in her case, while yes her influence on the story is not as big as Kallen but still being more than a young idol-like figure and sponsor for the liberation of Japan should be nice.

It would have to be something social. Perhaps she tries to convince the other members of the Six Houses of Kyoto to put their backing behind a certain faction she has a friend in, fails to convince them, the friend's faction goes ahead with their mission anyways, and the friend and the entire faction dies due to lack of resources - she blames herself for failing to convince the other houses and for her friend's death, the Yozis make their offer. As is usual for Infernals using their powers to take revenge on some level, she aims at using her powers to slowly take over all of the Six Houses. That seems plausible to me as something that wouldn't really interfere with canon.
Suggestion for her Lunar if you use her as an Infernal...
Empress Tianzi. They're already friends, and it wouldn't interfere in Lelouch's crazy love life, something absolutely essential for the lulz. Or her Lunar could just not show up in the course of the story. After all, the Exalted are long lived.
I could be cool with her as a Lunar as well, though I'm not entirely sure how well she fits the role. For the stewardship portion I don't really question that. However, Lunars are also supposed to act as a kind of moral guide for the Solar Exalted (or the Infernal, in this case) to remind them that they are still human and that the little people's wants and needs do matter. They also have a sense of duty beyond loyalty to their Solar, which may be even more important. While she didn't go nuts and swear revenge, she either willfully ignored some of Zero's rougher edges or was just not observant enough to see them. On the other hand, it might be a mercy to Lelouch that his soulmate is patient enough to put up with the extra dose of crazy he's going to get in terms of a love life due to the Oramus Charmset. (especially if we get Dual Gaze Paradox on top of the alien beauty Charm)
I think either Kallen or Shirley would be the best candidates out of Lelouch's canon love interests.
Kallen has a motivation of freeing the Japanese people from Britannian oppression, so she fits in terms of motivation. She's also not afraid to call Lelouch on his bullshit, even if she's not always successful. Also, one of the possible roles of Lunars regarding their Solars is 'bodyguard', and Lelouch kind of needs one. While I suspect we'll make him proficient at fighting in a Knightmare Frame, he's ultimately not likely to ever be a real monster in combat like Kallen or Suzaku, both of whom I expect will Exalt in some fashion or get Geass because otherwise they won't be able to compete. I also think she'd probably make the best use of Lunar combat charms out of all the candidates I can think of, and it'd probably be easier to write that than using the Lunar social charms.
Shirley could potentially gain a motivation of trying to keep Lelouch moral, which would probably be fitting enough of a stewardship oriented action considering the scale in which Lelouch acts. She does serve as somewhat of a reminder to Lelouch of the consequences of his actions in canon as well, and she even nearly convinces Suzaku and Lelouch to settle things peacefully and likely would have finished that if Rolo hadn't shot her. Mind you, an alternative if you wanted to inject a bit of crazy into things is to instead make her the Scourge in Lelouch's Coven, with her failure being her repeated failures in confessing to Lelouch, at some point losing confidence and giving up a few months back due to AU stuff and getting an offer from the Yozis - give her Murder is Meat by default, forcing her to lose her compassion for mere mortals if you really want to inject some horror.
I still kind of root for Milly as being as being an Infernal Exalted with the Adjoran/Hegra combo. Just imagine it for a second. Milly's love of crazy parties and events. Now add more crazy and dream/nightmare drugs. It'd be glorious.

Oh, I agree, and her being in the Coven would be a great way to ensure she gets a lot of screen time here. I also think being more or less Lelouch's equal partner would be better for her. (there is a degree of subordination when it comes to Lunars regarding the Solar they are bound to)

This could definitely use some improvements. Some ideas.
1. For what it does right now, the mote cost does seem too high. The cost could be decreased, or if you wanted to go further make it a Permanent Charm, though in that case you're going to want a roll off to see if it succeeds.
2. Should be yards rather than feet, just to be standardized with other Charms regarding distance. Then again, it could be made so distance is irrelevant - it often isn't, when it comes to Oramus.
3. Nothing regarding what happens when the flash of impossible nightmares is given - do they fall to their knees as pain wracks their brain, or what?

Insane Graceful Movements is good as is, IMO. Speeches are included in Performance, and we'll be making those aplenty, which means we can use this on entire crowds of people.
Horror And Beauty As One... well, it's powerful, but I just can't really see it as being useful as a permanent effect that makes Insane Graceful Movements better because then you can't use Insane Graceful Movements on most allies - sure, people will revere you, but they'll also be terrified of you, which isn't really the type of image I can see most people wanting to project towards friendlies. It becomes something you'd want to use on enemies exclusively, maybe. Two ways I can see changing this...
1. Make Horror and Beauty as one a supplemental Charm that you can spend an extra mote or two to activate when activating Insane Graceful Movements. This would make it malleable enough to not overly cripple Insane Graceful Movements being useful in many situations. The dual intimacies of reverence and terror are kind of useful when dealing with certain sorts of people.
2. Keep it permanent, but change the duality of the Charm somewhat. When Insane Graceful Movements is used, those witnessing it who are positively predisposed towards the Infernal gain the reverence Intimacy and those who are negatively predisposed the terror Intimacy. For those who don't have an existing positive or negative Intimacy, it would be up to the storyteller to determine which way it goes. I think this might be fitting. Those who love the impossible come to revere it, and those who hate it come to fear it. The fascination and obsession caused by other Charms fit the themes of madness - fascination and obsession both affect other Intimacies in ways that stoke madness.
Two examples from each side of things:
- Lelouch has Dual Gaze Paradox and due to this Shirley has become both fascinated and obsessed with Lelouch on top of being in love with him. She's been stalking him for some time. Unknown to Lelouch, she witnesses him using Insane Graceful Movements a few times and gains a strong Intimacy of reverence towards him as well. Now she sees him not only as a fascinating man who she loves obsessively, but as a god-like figure. She'll do anything he wants, pretty much.
- Two enemies of Lelouch witness him using Insane Graceful Movements. Both become terrified of him. One is weak willed and insignificant, and goes completely mad out of his fear and obsession with Lelouch, self-destructing and being thrown into a mental institution. The other is a Sidereal with significant willpower. He's fascinated, obsessed, and utterly terrified of Lelouch. Because of his terror, he can't operate openly against Lelouch at all for risk of discovery because by the Fates Lelouch is scary and he wouldn't want Lelouch finding out. So he goes into hiding. He operates carefully from behind the scenes, doing everything in his power to avoid discovery. He put all his efforts into destroying Lelouch because he doesn't want to be terrified. Eventually he might get over the terror Intimacy and decide he's been being stupid/crazy, but maybe not. Whether Lelouch can end up dealing with whatever the Sidereal ends up doing or not... *shrug*
Doing it that way would be great for building up a cult and making super loyal allies who think mainly of your needs and wants, but also either drive enemies crazy with fear or make them take secretive actions against you.

That's kind of what I though that Glimpsed Through A Warmed Mirror does - temporarily makes you into an alternate reality version of yourself with the correct attributes, abilities, and possibly Charms. (though you'd be without your normal Charms for the duration, of course) It doesn't explicitly say that, but I can't really imagine it being worth 14m, 2wp if it's only an illusion.
Oramus' nightmares birth monsters strange and beautiful. His earliest dreams were influenced by the madness of the Wyld, and the embodiment of everything he was not. The first product was a shadow, a darkness that infested the war-games of the Fair Folk and Primordials. When the Infernal next sleeps, she enters a fitful nightmare that imposes a -1 penalty on her roll to recover Willpower. However, the Infernal draws the potential of her nightmares into an imaginary monster. To use this Charm, the Infernal kneels and entreats the madness of reality in Old Realm, necessitating she know the language and make a successful prayer roll (target number -1 for every Derangement she possesses, including Nightmare Fugue Vigilance). Her words spread as an invisible ripple through the cosmos, entreating a monster to rise and serve the will of Oramus through her. The summoned beast is drawn bodily into the slipstreams of the cosmos, arriving (10 – Essence) minutes later. While the Charm remains active, the monster is enchanted as follows:
• It must obey the Infernal like a bound demon without regard for its own safety. This Servitude can't be broken by spending Willpower.
• It understands all commands the Infernal speaks to it in Old Realm and can execute those commands as though it had minimum Intelligence 2.
• The Infernal can command it at a distance via successful prayers as though the beast knew First Oramus Excellency.
The creatures summoned are statistically identical to Fair Folk Cataphractoi or Diplomats, at the discretion of the Infernal. Separate activations can bind multiple creatures. With Essence 3+, the Infernal may also summon natural animals warped into Wyld Mutants. The player selects desired mutations that can't encompass more positive mutation points than (the Infernal's [Willpower + Essence]) + (the creature's total number of negative mutation points).
With repurchase at Essence 3+, the warlock can entreat the nightmares of Creation or the Wyld at night (or the horror of the Demon Realm at any time), summoning an unbound member of any non-aquatic First Circle demon race (but not a specific demon) from any realm of existence. The Charm enslaves these demons normally, but is preempted by spells that summon or bind enchanted demons.
A third purchase at Essence 5+ allows the summoning of any specific non-aquatic Primordial behemoth smaller than a geographic entity (i.e. no Lintha Ng Oroo). This follows the timing and location restrictions for First Circle demon summoning. The Charm only brings the behemoth to the warlock and doesn't grant control unless the warlock's Essence is greater than its. If other creatures smaller than the behemoth are in physical contact with it when it answers the summons, they are carried along. Behemoths are unique and powerful; most are massive, nigh-immortal entities capable of challenging Celestial Exalted.
"Summon the monster under the bed". Nice idea, but utterly vague and unbalanced. The idea of giving form and shape to nightmares is interesting, but need work.
I can't really comment on this one as I'm not sure what's unbalanced about it, especially given the high cost, aside from maybe the Behemoth summoning.

History records that Oramus was a mighty dragon with seven limbs, but he was never constrained by so petty a concept as shape. By activating this Charm, the Infernal may appear as anything she desires as an Illusion effect. Changing her appearance requires reactivating the Charm. Seeing through this Illusion requires the viewer to spend Willpower equal to the Infernal's permanent Essence (maximum of 5 Willpower); once a viewer pierces the Infernal's illusory shape, the viewer cannot be affected by this Charm again in the Scene. The listed cost is for activations of this Charm outside of the Wyld; in the Wyld, this Charm is free.
Agreed. Loom-Snarling Deception works functionally like this, and the only advantages this really has is that it costs a lot of Willpower to see through it and that it costs less at low Essence and is free in the Wyld. Ultimately there's no need to take both, and they function too similarly really.
One way to change this would be to make it apply to other people instead. What Is and What Should Never Be affects the perception/awareness of the Infernal, so this could let the Infernal impose an illusory form on others, be they allies or enemies. Maybe targets have to be and stay in (Essence) yards of the Infernal, and outside the Wyld the Charm requires motes to be committed rather than spent so as to maintain an illusion. Maybe max out the number of illusions possible at once to be seven, so you can't just cause infinite illusions when in the Wyld.
Again, I agree with him that Milly is underused in canon. However, thinking on it more I think Milly is unsuited to be a Lunar. She'd need something to happen to her to make it work, because Lunar Exaltation requires the person to have a motivation suited to 'stewardship' - from the manual, "a Lunar's Motivation should involve protecting, building and/or improving some specific facet of Creation". Motivations like "create a just world", "free the Japanese people from oppression and improve their lives", or "keep the leadership of a nation morally centered" are the kind that I'd expect in a Lunar.
Milly's motives in canon seem to be having fun with her friends, throwing big parties, and trying to break up her parents' attempts at arranging a marriage for her. Her caring deeply for her friends' well being might work for a Lunar motivation if that is her primary one, but that's up to you. If you go for her as a Lunar, just make sure you give her a plausible Motivation to make it happen.

Nina, maybe? It only takes the slightest kindness from Euphemia for her to becomes totally attached to her and revering her as her goddess, but on the flip side she can't seem to let go of her dislike of Elevens due to whatever happened to her to cause that.
The other candidate I might think of is Diethard, given he tends to obsess, but I'm not really sure he's suited to Kimbery.
