The other reason for that is propably that the Infernals never had proper spirit-killers.The Infernal Charmset has no perma-death charms whatsoever, and this is clearly deliberate. It only has banishment charms, and until you get your own Hell those charms banish your enemies to a place where they're under the control of your enemies.
Infernals thematically aren't meant to be destroyers in ExWoD, they're corrupters. That's why they're incapable of permanently destroying things with their native charmset, but have lots of ways to capture or corrupt them or otherwise force them into service the meta level is that infernals don't get to permanently remove enemies from play. They have them turned into something worse, either personally or by handing them over to a Yama King to play with.

Being wet is very explicitly not harmful for us.No, the charm protects you from any harm liquid might offer and you can choose to walk on water, but being wet is not harmful so you cannot turn it off.

Incidentaly I am fairly confident it wouldn't help much with redeeming Emma-O anyway. Molly's Exaltation is using its phenomenal cosmic powers to mimic the properties of some of Yomi Wan using powers configured to match the Yozis. It is not actually using the power of Kakuri and its duplication of it is probably based on rather different principles at a deep level.

It's nice to know that there is a conspiracy, but these people are in it for selfish reasons, their plan wouldn't work due to the nature of our Exaltation, what they might find is too dangerous, and we're capable of working without them with a few Crown questions when we're strong enough.
Also, and more importantly to my decision, I've decided that Emma-O is not getting any servants back from this after he dared attack our people, and letting them go would crimp our message and image of invincibility. I would be willing to let them go if they had an actual workable plan, or were genuinely repentant or disloyal, but as it is this isn't enough.
