I can only speak for myself here of course; but mostly I didn't know what to make of B.B. because as a consequence of avoiding interacting with Rin most of the time we never got any interactions or glimpses as to what B.B. was thinking either. We read that B.B. was complaining to Rin that she'd been shoved into a flip-phone, and then she tried to get Luvia's attention at one point, albeit unsuccessfully.
What happened between then and when that phone was tied to a brick and thrown through that window? I'm guessing a lot that we're simply not privy to at this point in time.

Because the readers were having Shirou suggest she do it and he has no concept for Jaguarman existing. And if they were suggesting she do it the voters have no control over people that aren't Shirou.
