I was thinking of using hexagons to represent dimensions but the only website I could find to make a map like that required downloading something and I don't want to dl anything to so something so trivial.

Paint program? If it's a technical thing instead of an artistic thing (supposed to inform us, not necessarily to look pleasant, that is), then just drawing a bunch of circles and labeling them (with little connected lines, of course) would make just as much sense as a vast artistic endeavor.

Perhaps draw.io will be useful? It's not exactly a mapping program, but if you're just trying to represent connections between dimensions it might work.
She's not quite that strong. To actually move something through Time (safely) requires a level of power that if you reach it your dealing with different problems entirely in this setting.
