Viserys' charisma bonus is high enough that he could reasonably make everyone else feel awkward about not wearing one, but the painting would not exactly hit the note we're going for.
So the Council can vote things into law. What kind of things do they vote? Urban planning? Organizing local events? They were not some sort of glorified courtiers vying for royal favor to keep their seats, though of course the gathering served at the King's pleasure. Rather it was the task of the Council as other local gatherings to vote proposals into law, assign royal moneys in accordance to the budget handed down

Incidentally, that interlude was rather unclear on what it was : was it the Crown council with delegated form all over? Was it the county council of our capital? It was definitely too big to be a district council.

I'd also love to have an interlude about the Council's reaction to our inheritance and tax law, if only to get a better view of what they can actually do and of how directly we interfere with it.
My current summary, not yet finished :
- Voices are elected representatives who are part of this new thing we created called "Councils". A Council is a gathering of people who "shall aid the lord in the drafting of laws, pass rulings in his stead, and take the burden of petitions from him", who can't be dissolved, but who can be overruled by the local Lord at any time. Generally a district Council a Lawman, the local Clerk (our official administration's replacement for Maesters), and the local elected Voice, although Scholarum representatives may be present if there's one in the district and the Local lord can be a part of the Council if he wants to turn up for its meetings. County councils are just the sum of district ones, and above that it gets too big and local councils elect representatives for the more important ones.
- So Voices have a vote on what Councils can do. But what can a Council do?
- It can dispense justice. No separate legal system, no trained judges : our local Lords, administrators, head of Lawmen and elected voice do that. At least we've written down our code of laws... That's already progress for the period, I suppose. And people can get lawyers!
- It has some sort of vote on actual laws, despite being overruled by everyone who makes the laws
- It takes petitions in the Lord's name (but the Lord can presumably take them too if he wants to, seeing as he can be a part of the Council or overrule the it as needed)
- It can be the interim power if a Lord is absent or dead.
- They are meant to "assist" Lords, who are meant to handle protection and economic activity. So they can offer advice regarding what lawmen are meant to do, what local taxes to create, and what local armsmen should do. They could give orders to all those people I suppose, but the Lord could overrule them.
- And what can a Voice do within a Council?
- Literally make their voice heard, which is already progress in these medieval times.
- Presumably submit motions to be debated, perhaps voted on, and perhaps accepted and/or vetoed by the Lord.
- Lobby their personal interests as hard as possible ?
...Depends.

[] Saltwives' Lament: Standing on the shore of the Sunset Sea upon Sea-Dragon point is a tower of white stone, that seems to have been dipped in salt, local legend claiming from the tears of the kidnapped maidens locked within by cruel ironborn lords. Supposedly such was their sorrow that the sky itself took pity upon them and spat forth a mighty storm to sunder the longships that would take them on to the Iron Isles. Whether they were then slain as witches, or if the deed itself required spilling their heart's blood none can say for certain but all tales agree that one can still hear their sobs and cries whenever a storm strikes those shores. What is clear is that no bird or beast will approach the tower willingly and when Boloodraven drove a raven to do so despite its instincts he briefly spotted pale figure upon the tower's crumbling battlements
