Potential "Approved Deities"-pantheon for Imperial Dream, Empire's polulations-coverage:

Yss (Tradesmen)
Zathir (Artisans, Inventors, Scholars)
The Ferryman (Sailors, Fishers)
Mother Earth (Farmers)
Sky Father (Soldiers, possibly skyship sailors)
The Weeping Lady of Lys (Social workers)
The Goddess of the Silver Moon (?)
Old Gods (Scholars, Mages - see Scholarum trees)

Potential additions:
Syrax (Mages, Seers)
Meraxes (Soldiers)

We seem to be covering...
Pretty much all the bases for our Empire patron gods-wise.

(The gods functionally gain energy and grow without direct worship, staying themselves - and guarantee the Imperial Dream's protection in return).
 
Also the Snakepeople, though that's a small group even now.
The Ferryman (Sailors, Fishers)
While they are propably not his main-worshippers I suspect there are a lot of merchants asking him to keep their ships safe too.
Didn't we even get a boon like that from him for the Stepstone-area?
Old Gods (Scholars, Mages - see Scholarum trees)
Also most of the Northerners and First Men. Generally a good part of the population. It doesn't alway go by profession.

I think in general you are narrowing it down too much.
Take Yss, even though truly enthusiastic worshippers are rare, most Deepsmen speak of Tree and Snake for a casual exclamation.
Worship of him is part of our general culture, not limited to specific groups.

Yes, that was rather the point of the "list".
I'm not expecting it to become anywhat uniform; we won't be getting anything from that, either.

Fair point on Merchants also being a bit of Ferryman's slice of the pie - albeit only sea-sailing ones... but still.

Okay, then you are kinda missing the non-artisan workers, the prostitutes, the artists (actors, dancers, etc.) and the servants (we still have lots of those, from the maids to minor stewards)

The first will likely find a healthy mix of all the major gods, nobody specifically dedicate to common work though.

Had the Seven been a choice... Smith would have done wonders, I recon.
But fuck no to them getting any sort of in into the ID, of course.

R'hlor is too generalist... Maybe one of the Valyrian 14? We've seen but 4 afaik - Syrax, Meraxes, Balerion with [Law], and... someone else for [Death]?
My point being, we haven't seen much of them.

There are still a few gods (ASoiaF-canonical and otherwise) we haven't interacted much with - and unlike Meraxes or Syrax (whom we can't afford to rezz because the 15th), those just... flew under the radar, really.
The Drunken God and the Blind God of Lorath are the first to jump out, (possibly) Eldritch-flavored Black Goat next.

There are lots of more minor deities we can assume existing otherwise, what with Braavos' Isle of Gods, and such.
They probably just don't interact with mortals/have many interests on PoB/have ability to operate on PoB.

By nature of the pantheon we'll probably see a lot of people having main gods to worship depending on what their profession is with a bunch of prayers to other imperial gods for different things they need. Pray to Yss for business, pray to the Old Gods and the Merling King for travel, pray to Zathir for any educational endeavors, etc.
