Got the permission from Swordo to clarify this just before you posted the question. The Grey Knights would be allowed to study the Wayfarer Discipline in the two following options:

So the Blood Angel Librarian -option would be mainly about teaching their Librarians in the effort spent in it, probably because they are just much more numerous than the GK. But it would include the Grey Knights as well, and "to all Psykers" -option will obviously in this case also include them too.

EDIT: Ah, ninja'ed by the QM on the matter:
The Grey Knights will be taught under the 'Teach the Blood Angels' and the 'Teach Everyone' options, but honestly the Wayfarer Discipline (Pandora's navigator tricks plus some extras, don't expect Randos to be as good with it as she is however) is small potatoes compared to everything else she can offer. It will appease them, but only insofar as it demonstrates her willingness to teach.

  3. No reason not to take a free action, more worshipers are more power
  4. I am going heavy on the god stuff for one simple reason, Dante is a Space Marine , they are made for war, he is also a thousand year old veteran that is more than enough experience to deal with administration he can deal with all that stuff, what he cannot do is recruit friendly daemons
  5. Again help only we can give and in the form that will help us with the navigators rather than earn us an enemy
  6. I want to know more about Lyra and more importantly I want to do something fun and lighthearted that will help reduce stress

I'm thinking that five or six years is the optimal breakpoint.

We want that extra personal action.
I wonder if this can be read as a hint through divination about how much time we have before something catches fire elsewhere, or if it's just general grousing about a lack of time.

Here's my analysis on some of the more potentially dangerous options.
Establish new Recruiting Worlds for the Blood Angels
Making Dante the Lord Descendant of Nihilus is already putting an unprecedented amount of power in Astartes hands. Like it or not, the High Lords are, to what some would consider an irrational degree, fearful of the Angels of Death, who once betrayed the Imperium in the heresy. It is no secret that much of Pandora's political support in fact, comes from the ranks of such posthumans, as well as others that might be tarred with a similar brush.

If we were to increase Dante's ability to recruit, it should be through a founding of new chapters. Atleast that has the veneer of not being legion-building.

And besides, it's been an accepted norm that the First Founding Chapters maintain the ability to call upon their successors.

Our influence over the Adeptus Astra Telepathica is already clear, and such actions will likely go without complaint on their part... but not on the part of the Inquisition, especially the Hereticus,

nor perhaps even the Sisters of Silence and even the Custodes. If we are to create such a method, maintaining the Black Ships and the Tithe they bear, as morally damning as they are, would be serve to maintain the loyalty of the Talons and show that were are yet regent of the Emperor.

And of course, there are those amongst the High Lords who would see any diminishing of Terra and Segmentum Solar's absolute pre-eminence and the independance of another segmentum as a threat to their power, no matter what.

Without your help or the Astronomican, Warp Travel past the Great Rift will be both slow and dangerous. You may as well see if you can't teach Navigators to see the same way you do, since every bit helps.

The Navigator houses are constantly jockeying for power and giving one group of them such an advantage, even temporarily, or even interceding in their affairs like this is still a threat, and the idea that you could teach others, even more of one. We will have to alienate them and spend political capital here, and we must keep that in mind.

Ships in the service of Chaos tend to be unusually fast and precise in the Warp because Daemons are leading them through its tides. Your Deva can do something similar - a bit better actually, since the power you imbued in them also helps them navigate the Warp better. Speed is key to unity in the Dark Imperium, so Dante will want every edge he can get, even though this is pretty much heresy to anyone looking in from the outside.
This too. It will still alienate the Navigator Houses and some sects of the Ecclesiarchy. It will alienate some and attract other members of the Inquisition. Your Divinity is always going to be a tool and a threat. I say this not as a damnation of these options but merely as a statement of fact.

I personally believe this is the wisest course of action. Although I feel the need to warn people that the Inquisition is implied to maybe know of the Red Thirst and simply tolerate it... do not expect Pandora's divinity to remain secret forever.

You have made something of an impact during the fighting, and you doubt that everyone is going to attribute every last bit of it to your father. Your Deva won't be able to manage them, so you will need local authorities who can. And the only local authorities you trust are the Blood Angels.

This would empower them, maybe even help them manage their Curses… But it is very definitely heresy, and if anyone finds out they will pay for it dearly. But out here in the Dark Imperium, they may need every edge they can get.

Also they might gain Devalike wings and that would be hillarious, especially once Sanguinius reacts to it.

Teaching them that stuff is possible later. The problem is that currently Pandora is experiencing a brain fart in regards to daemonology and it is on itself tainted by the actions of the Four. Check the Lore Matters page.
 
We'll have to reveal ourselves, if only to keep our cultists from going full ham on the sacrifice and murdering anyone who doesn't "do better" for the Imperium. You know they'll do it.

My preference. (7 years.) Teaching everyone covers needing to do things like giving out Deva contracts, or wasting 2 years to teach 2 options the Wayfarer Discipline when instead we could use 2 years to teach all the choices. Aside that, giving the Blood Angels a solid footing by establishing new recruiting worlds and cleasing Ball Sector just make sense no matter what we pick, and managing future Cults of Sacrifice is important for Pandora's own power.

Because the expected timetable was forty years for the fighting alone, twenty-thirty for transport

We're at maybe 10 years total by the time we get back at this rate.

Taking 8 years isn't much different than 10 when your opponents are expecting to not see you come out for air until halfway to the next century.

On the Telepathica Reforms, I don't want to "Teach Everyone", because spreading our focus too far just means letting potentially important things fall in the cracks. We do a feasibility check if it's possible to turn the Navigators into an ally here with a year of focus, and we teach key Space Marines who can be trusted the same discipline. Primaris don't necessarily need that specialty to do their jobs.

This plan has one and only one objective. Make the Blood Angels into the best Possible marines to keep Imperium Nihilus safe, via giving the local Telepathica the biggest possible boost we can and inducting the Blood Angels into our service. The only option from divinity that isn't taken is the Deva covenant, both because it is harder to keep that secret compared to making the Angels our chosen, and because teaching the Wayfinder discipline to everyone offsets that disadvantage.

The main cons to this plan are not having much time on Terra, the huge risk of our offer and that we more or less leave most of Nihilus outside of the Baal sector to Dante to fix, but he's a good boy, and if he accepts our offer he'll be a blessed boy too.

We have plenty of things to do in Imperium Nihilus. There's certainly no shortage of work here. However, I think that there is no actual crisis. Not anymore. As such, I believe that we should wrap things up here and head to the next war zone.

We would like to stick around and help Dante. However, there are other people who need our help, and there are parts of the Imperium where the leadership is neither competent nor making any effort to Do Better. Now that the Sector isn't going to be immediately overrun by Tyranids or Chaos, we should head to the next problem. Triage indicates that if the patient is stable, you move on to the next patient.

Running around desperately from crisis to crisis isn't the best plan, but it will have to do until we have a better plan. If we're going to spend a substantial amount of time in any location, it should be on Terra. So here's my rough proposal:

This is going to be very helpful to Navigators. And only Navigators, because teaching regular psykers how to travel through the Warp breaks the monopoly of the Navis Nobilite. I don't know exactly how they will respond, but it will not be a happy time. Unless there is a radical Navigator shortage, I don't want to start a war.

[] Aggressively reclaim territory to connect the Baal Sector to the Helheim Corridor as closely as possible. (1 Year)
Your fleet is largely intact and you are the best Navigator in the Galaxy. While you're still here, help make sure that Dante will still have a certain route back to Imperium Sanctus whenever he needs it.

Dante will have a difficult job. But the Imperium is in a state of crisis, and Dante will have to take care of most of his own problems. Establishing a secure means of reinforcement is essential; everything else is something Dante can probably handle in time. And if he can't, we'll have a secure route for reinforcements or, in the worst case, evacuation.

Blood Angels as our Chosen sounds amazing until we consider that the High Lords would absolutely lose their minds if they found out.

Not really urgent, and I could be talked into alternatives. But we do need to regain our connection to the Domain at some point, and IC we can spend time with old friends. I could be talked into going with Lyra for friendship-building, or Blood Ravens to help them through things. The personal actions don't seem to be nearly as dangerous or risky as the rest, with the exception of convincing Sanguinius to reveal himself. Which no one opposes as far as I can tell. They miss their Primarch, Sanguinius misses his sons. And though I think the reverence for Primarchs is extremely unhealthy and borderline abusive- genetically engineering children to adore a godlike figure is the kind of thing that cults can only dream of- I trust the Eagle to be a good influence.

Do we really have to bother making more recruiting worlds for the Blood Angels? They're big boys, I'm sure they can figure out another place to recruit from. It's a whole sector, after all.

Because if the options back in Sanctus are not too great, then the opportunity cost would work out to us spending our time here. Conversely, if there are some high value actions in Sanctus that we'd be giving up then we might want to limit the amount of time budgeted to improving Nihilus. The fact that we have to tradeoff Nihilus years and Sanctus years without having some understanding of one side of the equation makes it difficult to know what we'd be giving away the more time spent in the Dark Imperium.

I can answer this.

Not literally those numbers, but the fact is that the same amount of energy is much more influential when the baseline target is small than when it is large.

And Sanctus is some of the most dense and developed space in the galaxy.

Many of the Primaris Psykers joining the Expedition are here for this reason, but your personal involvement will help establish a firmer foundation. You're probably their best hope for an equivalent to the Sanctioning process anyhow.

[X] Teach the Wayfarer Discipline to all Psykers willing to learn it (2 Years)
If you're going to be teaching someone, you may as well teach everyone. Travel is slow and Chaos is everywhere, so it will be better to equip everyone who needs it with the tools to get around and level the playing field.

[X] Aggressively reclaim territory to connect the Baal Sector to the Helheim Corridor as closely as possible. (1 Year)
Your fleet is largely intact and you are the best Navigator in the Galaxy. While you're still here, help make sure that Dante will still have a certain route back to Imperium Sanctus whenever he needs it.

[X] Posture and strike at local enemies to anchor Dante's power in the region (1 Year)
While you've chased off Hive Fleet Leviathan and Ka'Bandha, there are other powers in the region all too ready to jump on the Baal Sector once you've left. Some raiding and skirmishing should buy him the space he needs to make his rock into an unbreakable bulwark.

The Navigators will always be outnumbered by natural born Psykers, and they are both more vulnerable and more valuable targets here anyways. Teaching the Telepathica the Eyes of Pandora - or the Wayfarer Discipline, that seems like a better name honestly - will ensure that the practice is less likely to die out.

the imperium has collapsed there and for practical porpuses everything past the cicatriz maledictum is no mans land
even if we stablish a corridor for ships to pass by,is nothing but a fools dream

even if chaos was cleansed completely you have to deal with practically re-conquering everything from scratch,a great crusade on its own right

what happened to the dark imperium is just as bad as the division of the roman empire between occident and orient roman empires
so we must take into account that any hard control attempt is doomed to failure because the imperium is simply gone out there

instead we should promp up powers that could eventually re-conquer and pacify the territory beyond the cicatriz maledictum,a ''orient imperium'' to the terra based one

and the advantage of the dark imperium is that because logistical and political issue,is for all intents and porpuses and clean slate because all the careful power balances went to hell with the collapse of imperial authority

so we can min-max as much as we want beyond the maledictum while having less issues that if we done it on the main imperium

the imperium already burned down on that side of the fence,but something better can be built of the ashes,go full ham on reforms on the dark imperium

And Sanctus is some of the most dense and developed space in the galaxy.

But Sanctus's high population density also means that even modest reforms can have large collective impacts, possibly offsetting the opportunity cost of not passing deeper reforms for a smaller population. And there might be at least a few high-value activities in Sanctus that would be worth trading off more marginal activities in the Dark Imperium.

We should still go spend more time more in Nihilus since this is likely to be our only window in the foreseeable future to personally reform this half of the Imperium, while we'll have time after the upcoming vote in Sanctus to do things there. So long as Sanctus actions aren't too time sensitive, these are the only years in Nihilus that we can reasonably expect to get anytime soon while we'll have many more years in Sanctus to sort things out as we wish.

Okay, discussion time.

We have eleven hours until voting. I am operating on the basic assumption that any choice has an opportunity cost. A year we spend here could be a year we spend in another place. So every option we take has to be justified in terms of cost-efficiency. Or illogical IC reasoning.

No, because the Successor Chapters who leave will go to another region and help them with their problems. It's not as if Imperium Sanctus doesn't have its fair share of disasters. Spending a year on this would be pointless, since we don't understand the strategic situation well enough to say that the Successor Chapters are needed more in the Dark Imperium. If Dante thinks they are, he can make his own case without our help.

[] Establish new Recruiting Worlds for the Blood Angels (1 Year)
The Blood Angels have traditionally recruited solely from Baal Primus and its two moons. But times are changing, and they should analyse those traditions and change them as well.

OOC, I don't think this is worth it in terms of the time spent. IC, Pandora is not exactly a fan of the Space Marine recruitment process.

This is valuable and it's worth doing. I just don't think it's worth a year. The Primaris Psykers have done this before, and while it would be good to take the time to establish a better system, in the end we have to choose our priorities. I chose only to do the things I considered absolutely essential, and to leave everything else to the local authorities.

For all you claim that Chaos does not corrupt as much as people think, subversion is still a very real risk. The only people you can really trust not to fall to Chaos, even accidentally, are the Space Marines, and they will need the speed more than the rest. Anyone remaining on this side of the Rift will need to learn your methods.

Dante knows what he's doing and can probably handle the situation on his own. A triage system means that we will leave a stabilized patient and seek out the next patient in need of urgent assistance.

You have Grey Knights. You have Custodes. You have over eighty thousand Space Marines. You are here. Root out every last Cult Chaos has left sleeping in the Baal Sector and give Dante as close to a clean slate as you can get in these days so he only needs to worry about enemies coming from outside of his house.

Again, this is not something that requires our personal presence. Other Sectors have to deal with Chaos cults, too, and as far as I can tell the Baal Sector is not being overrun. It's just not worth taking a year.

[] Offer to induct the Blood Angels as your Chosen (1 Year)
Every Chaos God has claimed a Space Marine Legion as their own. Khorne has the World Eaters, Nurgle has the Death Guard, Tzeentch has the Thousand Sons and Slaanesh has the Emperor's Children. You could do something similar with the Blood Angels, who are already really close to you whether they realise it or not. This would empower them, maybe even help them manage their Curses, and you even have their Primarch's permission… But it is very definitely heresy, and if anyone finds out they will pay for it dearly. But out here in the Dark Imperium, they may need every edge they can get.
