There is one other thing to consider about the civil war notion, who we are talking to. Sure Lucan would love it, but he is also compromised emotionally, I do not think instant confirmation that he is 'right' is going to do him much good. The Nihilus option gives him hope that we may be coming around to his way of seeing thing (not inaccurately) but it does not signal capitulation. All other concerns aside and there are many I don't think this would even be that good for Sensei Relations, not in the long run.

The Iconoclast watches you expectantly. You return it with a flat stare. He sighs and runs a hand through his hair. "Yeah, yeah… I guess that's fair. So, I guess that's settled?"
"That is. We still need to figure out staffing…" Trailing off, Mona taps on her lips as she murmurs to herself. "Well, no, actually if I just… And if I… The Telepathica could… Mm. Yeah, no, I think we can cover that another time. You have guys for it?"

And yousee a glimpse of a two-headed eagle, perched upon the arm of a hooded man, an Inquisitorial Rosette on his chest. An old thing for an organisation now defunct. He speaks to the eagle-thing, but you hear not the words and his lips are unreadable, a blur that does not match any tongue.
The eagle-thing nods to him instead, with each of its heads. And where there was one eagle-thing, there now stand two more. A winged monster in a mask and a blood-soaked legion that stretches out beyond the stars and into the nothingness of eternity. They stand together yet apart, they look apart yet together. And the eagle-thing with two heads now looks to each of them with one pair of eyes each, before it spreads its wings.
The hooded man speaks again and this time you hear the words.
"Tick tock, Sanguinius. You have work to do."
The eagle-thing - Sanguinius, your brother Sanguinius - spreads his wings and takes off as the hooded man swings his arm. As he takes flight, he draws to him the light of the masked angel and the darkness of the blood legion. He swirls as they do, a vortex of blood and light and power, as the Warp yawns and glowers and rumbles and screams and-
Power is ripped asunder
Blood pours from the walls
Shuddering gold, smothered by shadows
Opportunity once denied, how laid before again
And you see
What he has done
And you pick yourself off the ground with sudden swiftness before any of your little siblings has an opportunity to do so, mere seconds after you found your thoughts stolen from you by the enormity of what you saw. Not with its power, but its significance.
"Sanguinius is being revived," you ramble, while Mona has her hands on your shoulders and Yama hauls you to your feet. "Sanguinius is being revived on Baal right now they're coming for him we have to go!"
"Calm down," Lucan says, as firmly and gently as he can. "Gods of prophecy and divination should never be so shaken by a vision, take a breath and gather yourself first."
"They're going to be attacked you dumb bastard, you don't get it, the one reviving Sanguinius is--"
Your thrashing stops, but not because anyone makes you stop. Instead you see a giant trudge towards you, golden locks flowing in the wind, a cloak draped over his massive wings. Your jaw drops as you point and your siblings turn. You shake yourself free of Yama's hug and run up to him, blue-eyed and strong jawed, broad and tall like your father seemed all those years ago, when you were still young enough for him to protect.
And as you reach him, Sanguinius' arms spread and receive you. An easy, sheepish smile across his face, the same line that your father used to draw across his own whenever you caught him in the middle of something, anything, just to say hi.
You hug him tightly, your arms not even reaching around his waist. And Sanguinius looks up past you at your other siblings, towering over even the giant Yama and his horns. And he waves with one hand, with the same awkward boyish charm that your father used to sometimes weirdly showcase.
"Hello, everyone," he said, the Ninth Primarch and Leader of the Angelic Host, famed for his charisma and his indomitable will. "I'm assuming you all have questions."
"Shut up," you sniff. "Talk later."

Later soon comes. And there is only one question you all really need answered. But Sanguinius provides it anyways, the unsaid questions that pique your curiosities.
"I was first approached while Pandora dealt with matters regarding the Mechanicus, and as she busied herself with the Telepathica's affairs, I took the opportunity. We returned to Baal, gathered my sons, and began the ritual as I needed. And only a few months later… Here I stand." Seated with the rest of you, Sanguinius opts to sit on the ground instead of a chair he can hardly fit in anyways. It makes for something almost comical, even though he is still level with nearly everyone. "I had meant to tell you about this beforehand, Pandora, but… Well. He insisted on a number of conditions before we began."
"Them being?" Yama asks.
"My silence, for one. And to deliver a message to Pandora."
"Just me?" You were done with the watery eyes and cathartic tears. Now you just wanted answers.
"Just you," Sanguinius nods. "But he did not mind if the others heard it… Do you want to hear it in private?"
"...Later."
"Where is the dumb bastard?" asks Mona. "He has some nerve doing all this all of a sudden. Where can we find him?"
"North. He went spinward, but finding him will be hard. My resurrection ritual finished five years ago. If you've only just realised my return now, then that means he's better at hiding than even I realised."
Mona grumbles, even shaking off the hand Lucan puts on her back in a show of support. "Slippery coward… But I guess it makes sense that he left his balls on the skeleton."
"Mona," Lucan chides.
"Stop taking his side! He doesn't get to feel sorry for himself after a fuckup that big!"
A moment of silence. As Mona calms down from her outburst, she can't seem to look Lucan in the eye, even as he continues to look straight at her - and at times, you feel, through her.
Then he gives a small self-depreciating smile. "Can you blame me? I empathise with him… Probably more than the rest of us can." He glances in your direction for a moment. "Unless…?"
You shook your head. "I haven't fucked up that badly. Yet."
"Hm."
"...Being Lord Commander doesn't count."
"Sure." He turns back to Sanguinius. "So. You've finally met another part of our father, Sanguinius. What was he like?"
"Grounded and hesitant in ways that I never knew he could be. He was almost completely unlike the man I knew. More genuine, you could say. He had no airs to put on." Sanguinius closed his eyes for a moment as he recounted the experience with perfect photographic memory. "And he was… Sad. Very, very sad. He wants to make up for everything, but does not know how to start."
"Is that something he told you, or something you infer?"
"I lost count of the number of times he said a variation of 'I'm sorry'."
Another scoff from Mona, earning her a glare from Lucan. "Self-flagellating asshole." This time, you were glaring at her, too. "What? He made this mess. He can fix it."
"I do believe he's trying," Sanguinius tries to add in a reconciliatory tone.
"Well maybe he should have tried it sooner, hm?"
You shook your head. A lot of hurt from Mona… Well, not that you can blame her. But given you were in a similar boat, it stung a little to hear she felt that way about your father. "So… What did he have to say to me?"
Sanguinius held out his hand. So, that sort of message? You grasp it firmly.

And found yourself on a washed out Baal, seated amidst the sands. And when you stood up to look around, there was just the hooded man again. But this time you could peer past the hood to see sad features. Wrinkles lining his mouth, a strong jawline, a straight nose… That was all you could see. His eyes remain beyond your sight, peerless though it might be.
But around you, all you feel is calm. Not cold but not warm either, simply nothing. So that was how he hid all this.
You took a step towards the hooded man, then several more, but he remained equally far apart. No matter how you approached, he remained far from you. For this he sighed and shook his head, but his hands remained clasped together, fingers interleaved. His eyes constantly somewhere else… Anywhere but you.
So you stood apart from him, too far to strike or hug. What could you possibly do to this memory message?
"I'm sorry. I don't even know how to begin this… this." The hooded man, the Star Child, gestured around him at the world, Baal, blasted by nuclear hellfire thousands of years ago, then left to fester in atomic radiation for the sake of birthing strong soldiers. "I don't even know if I should do this… If I deserve this. Any of this. I'm so sorry for so many things, and I don't even know where to begin."
You grit your teeth. There were so many things you could snap at this man right now. And what would you even do? Be mad? Be relieved? Be sympathetic? Of all the ways you could reunite with your father, this was not how you wanted it to be.
"...But I think you deserve to hear from me, at least. For your sake, not mine. I… I wanted to act sooner. Have something to show for my absence, you know? Try and make up for everything. But… I don't think that's possible, even if I were whole. And I'm not. I'm just… I've never… This isn't how it was meant to be. I was not meant to be like this. But I wasn't meant to be like that, either."
You scoffed openly. The Star Child sighs, as if expecting you to do that despite this being a wholly recorded message, without even an ounce of his being infused into it.
"...Yeah. I don't even know where to begin with this message. But I can't keep stewing in how to start. You showed me that, and I'm sorry it took you that much for me to even try. So it's time… it's time for me to start acting. I hope it's enough, but by the time you get this message there's nothing else for me to do but see it through… And hope that you got my previous message."
"So that was you," you whispered. "Your prophecy. What the hell are you planning…?"
"If you're wondering what I'm planning… I'm sorry, but I can't tell you. The less people know, the better. But… trust Cegorach. He's a… I'm sorry to say this, a sneaky clown bastard. But he's your friend, and he's my best shot at what I'm doing. I wish I could bring you in on this, but if the Emperor found out what I'm doing… Well, he's not the only one I'm worried about, but I've covered my bases from those guys as well as I can. Him, though… Maybe I'll have something to show for it in… Twenty years? Well, let's hope so…"
The hooded man looked up at Baal's sun for a moment and sighed. "What else, what else…"
"Could you please get to the point?" You sigh.
"...Right. This message." The Star Child cleared his throat and straightened his clothes, still unable to make eye contact with you. "I'm sorry for everything. For forgetting you, for hurting you, and for… For making you deal with this. All of this. It's my fault, but I can't fix any of it. It's all up to you. But there's something I have to do before we meet again, and it's important, it really is."
"Of course there is." You knew that already, why else would he be so sneaky about everything? But once again you are reminded of the Emperor and his refusal to trust anyone, all because he has been betrayed before. "The two of you are still the same, huh?"
"But… Even though I don't remember your birthday anymore, I hope this can start to make up for all the ones I missed." He stepped forward now, cutting through the space that you previously could not traverse. And this time he strokes your cheek with a hand. And he looked you in the eye, with the same brown eyes you inherited from him. "There's more I wish I could do, but… This will have to do for now. I hope that when the time comes, you'll be there. Then, I can explain everything."
"...Where's there?"
"You'll probably want to know where there is. Well… I suppose it won't hurt to tell you this much. And if things go wrong, like they usually do…"
"Get to the point," you sigh again.
"...I need you to promise not to go early. You need to wait for the right time, or things will go wrong. It's a delicate situation, Pandora. The more you know and the earlier you know it… Or rather, the more you know from me and the earlier you act on it, the more likely things will go wrong. So promise me you won't come to Alaric Prime until the time is right."
"...Why Alaric Prime? What the hell is on Alaric Prime? Wait, where is Alaric Prime?"
The washed out Baal around you is being blown away by the wind, faster and faster, and the Star Child with it. As he vanishes, he says one last thing to you. A prayer, it seems, given how carefully he says it.
"Good luck, Panda. Please try to get along with your siblings. And please don't become like me."

"...Alaric Prime, huh?" Mona frowns for a moment but then quickly shakes her head. "Not familiar with that place. Might need to ask Lira again. Wonder if I can fit visiting Periland into the schedule…"
"Don't bother. I know where it is." All eyes turn to Lucan, who is leaning back in his chair, looking up. "It's a planet far north in Segmentum Obscurus… Not Halo Stars far, but far enough. Dad used to visit it fairly often, before it was called Alaric Prime, and before he went through the gate in Molech, he tasked Geran with guarding it."
"The planet, or the thing on the planet?"
"Probably both," Lucan replies. "But it's probably… No, definitely more important than the planet. If Geran had to make a choice between the two, he would pick the thing, every time. I know I would. And so would the rest of us, without question. Even him."
"Not a lot of things are that important," you note wryly.
"Nope," Lucan agrees. "Problem is, he explicitly asked you not to get involved until 'the time is right'," he emphasises with finger quotes. "And he's usually right about these things."
"You mean dad is usually right about these things,"Mona reiterates. "This isn't him. This is the indecisive, self-flagellating parts of him. What if he's just saying that because he's grown a saviour complex about doing things on his own? Not helping him until he thinks he needs help is only going to screw everyone over in the end, himself included."
"It's a fair point," Lucan agrees. "But I still trust him. He knows what is at stake there."
"I'd leave it alone, too," Yama adds, quiet until now. "If we go… Well, people will start wondering. And if people start wondering, they will start investigating. That can't end well."
Mona rolls her eyes. "Well, whatever, we have bigger problems for now. One thing at a time, right Pan?"
"Right." You looked down at you hand for a moment longer, the hand you used to grasp Sanguinius'. "...He was never that whiny. Or long-winded."
"He's not our father. Don't forget that, Pan; we're not getting our reunion until we push the pieces back together, something the golden man won't let us do." Mona frowns. "Speaking of… Sanguinius, we've got a Senatorum meeting in a bit. Are you joining her, or…?"
"That depends on Pandora. Am I needed with her, or elsewhere?"
Ah, great. "You're a really good social advisor. But having you going around raising the flag is useful, too… Did you need time to sort out your affairs?"
"No. I'm ready to assist you, in whatever capacity you need."

I'm leaning towards [] Retinue. Pandora can get more done with Sanguinous around. Her ability to get stuff done and navigate the intricacies of the cluster**** that is the Imperium will be heavily dented if Sanguinous isn't traveling with her IMO.
The three support traits that Sanguinous has will be *powerful* in pushing things through and gathering supporters for Pandora's agenda. Straight up additional Influence is nice, but I think the traits are better.
So we have a whiny part and a end justify the means part, is there a shard somewhere with it's head deliberately stuck in the sand being a hedonist? Or as much of one as you can be without being a cultist?
I think we need agents like a drowning man needs water, we especially need popular agents that know the Imperium. For better or for worse Pandora can hold the center, the problem of the IoM has always been coming undone at the margins.
