Er... Do you know of any way to time travel? Because you're already there.
Break the Dragon, use an Elder Scroll, possibly travel through Aetherus, and likely possible if you achieve CHIM. The Towers mostly keep time fixed in Mundus, but he's not in Mundus at the moment, so there should be a much greater capacity for time travel in general.

Eh... Sure, why not? Make a list of what potions or scrolls you want to make and I'll check to see if you have the supplies. Keep in mind that a scroll requires a lot of time and magicka to make, so no more than 4.

If you can come up with a way to break the dragon, go ahead, but you won't be finding an elder scroll in any non-bethesda worlds and a realm of oblivion's time/dimensions are controlled by it's creator entity/self, so no Tower Law need apply. Though Towers are still an inherently powerful structure due to their symbolism in the Aurbis.

Edit: traveling to another world would do it though, since the realms of Oblivion are not connected with each other's causality.

Cast Burden, an inverted version of Slowfall, and a Fortify Speed, all on the ship. Which would increase mass, remove air resistance, and increase acceleration. The force on impact would be extreme.

Waterbreathing works on similar principles to Transmutation of metals, but it's much cheaper likely because of density. So using Alteration to change air into toxic gas would be very cheap. In Morrowind there were also poison spells in the Destruction school, so maybe an encnantment of that could be applied like a Rune, so that it goes off on impact in a huge way.

Fill the hold with Atronachs, the ship is destroyed on impact, the elemental daedra are unleashed in the chaos.

Scroll of Recall (so Cynric can use it even if out of magicka)
Scroll(s) of (potent [[bound!!]] summon)
 
Single Minded Persuit
The guardsmen proceed to harass the townsfolk as you pass, dragging the young adult's away amid the protests of the children and elders. You contemplate offering your assistance, but that would require taking the time to help with no guarantee of reward, working for nothing but the joy of helping others. Rounding the corner, you turn your thoughts from such unimportant details, focusing instead on the fact that the rebellion is growing desperate enough for the forced recruitment of farmers.

Heading deeper into the city, you see the building slowly transition from purely wooden to having some stone mixed in as the apparent age of the structures increases. As you travel toward the palace, you pass several violent exchanges between the cities populace. Guards confiscating goods from homes, peasants beating on a few downed soldiers and steeling their gear, a trio of guards shooting their muskets at their fleeing compatriots as the children cheer them on. All in all, it seems that the city will implode on itself in a matter of days without any more interference on your part. Not that that would stop you if you feel like getting involved.

After half an hour of walking, you arrive at the base of the hill on which Cheddar palace is built. Considering that the castle is built of wood in a world that has a large number of dragons and magic, you don't doubt that the real fortification is actually a sprawling dungeon beneath the hill itself. The large wooden building controls the surrounding region with it's superior elevation and series of six palisades of incrementally increasing elevation preventing any ground troops from approaching on foot unnoticed. Speaking of which, one of the guards on the walkway of the outer shouts something as you approach the first gatehouse with a purposeful stride.

As you get within speaking distance of the portcullis, you avoid commenting on their absurd architectural logic. From within the walled off area, you hear a voice. "Halt! State your business at Castle Ceodor!"

A/N: A short chapter, but you guys voted against assisting, so there wasn't much to prevent you from walking straight to the palace.

Scroll of Dimension Door: Someone can correct me if I'm wrong, but I think the only teleport spells in TES require a known destination, mark/recall combo, or a target individual/object.

Scroll of Recall (for Louise to return to Cynric either when she is in trouble or to aid him): Can do
Scroll(s) of (potent [[bound!!]] summon): Can do, it'll be a random creature from a potential world unless you specify a preferred Daedra.

If you guys can decide on those scrolls before the next combat sequence, I'll let you have the above items as if you'd crafted them during the flight to the city.

Edit: correcting my statement about teleportation, the above requirements still apply to scrolls, but as I said in invisitext earlier in the thread, there is another type of teleportation that you could make use of... You just need to know that that spell has that Utility.

I dunno, anything that would get us in, would probably also draw too much attention. If we say that we're reporting the fall of Ariconium, then people will want to talk to us, if we say we are a mage that is fleeing the destruction of our home then we're likely to get conscripted. Might be better to go back and try this a different way.
 
Also, you guys should keep in mind that many of your extremely limited supply of potion ingredients can be a renewable resource if the proper steps are taken. You're almost out of several types of fungus that are required for certain potions, swamp fungal pod for water-breathing potion for example, that you will need to find a replacement for if you use it all.

Zombifying is the cheaper option by far if you inted for it to be a long term solution. Mind control with TES magic requires frequent application to prevent the victim from breaking free.

Ahahaha, I'd forgotten about that but it was in basically every single post for a while, wasn't it? :D

I was mostly leaving the (potent summon) as a placeholder in case anyone came up with a good idea... But the idea of it being random sounds absolutely hilarious. That said, I don't think it would be in character for him to create something that may not be useful to him, so I suspect Cynric would pick one of the summons he's used so far - and based on your description of his appreciation for it, the Spider Daedra would be my first guess.

So, in terms of stuff:
I recommend the potions of magicka and healing, minimum one each. Preferably without finishing off any of our ingredients.
Getting Louise to mark Cynric and giving her a scroll of recall to return to him at any time - whether she's in trouble, or he is.
Getting Cynric a scroll of recall so he can utilize that even if he's low on magicka [and it is an expensive spell if I recall correctly]

Those who followed my other story will be able to tell you that I have a habit of hiding important information in innocent details and then pulling them out when people have already forgotten about them.
Cynric has some high-end feminine wiles.
Who knows what he could be hiding under those robes.
