Seeing as this is Mantarys, the Dragonlord angle might work. Hero and Demonslayer... could work, I doubt the Listener's endeared the people all that much to him. "I have LHD, fuck the rules" also works, probably the kind of argument the people here are used to. Honestly, all three work, but I'd probably go with a mix of one and two, rather than just bully them into submission, easy as it'd be.

Looks good, unfortunately I dont think these people can be trusted to just be altruistic. We need to throw in the good old carrot and stick too.
Do people know what celestial's are? We should probably just call them Angels so that people get a grasp of what they are.
We should also mention we stole the black-glass tower.
What can we reward these people with? Stability, Safety, Payroll, ect, ect...
We should let danny handle the stick part, any ideas for what she should do?
Damn we really need to get waymar to invent flares. They would be so useful right now. We also need to hurry up and make a Walky talky analogue.
Sending stones are good and dont require a slot, but rings of communication are cheap, can be used in combat and have fancy dragon writing.

Problem is we don't have any of those nor plans as of yet to make them. Can we, absolutely, but we have so much other shit we need for the party itself why add this on top of the other projects that Lya will be doing? Basically, what I'm saying is yes we have the capability to ignore location when it comes to our kingdom's borders but it is super inconvenient to do so right now. So inconvenient in fact as to be prohibitive.
You want to evacuate Mantarys to Torturer's Deep?
Mantarys is no trade outpost, it is a city. It likely has several magnitudes the population of Torture's Deep, which is just a piddling 4K. Just... what? Seriously, It'd be easier to conquer Slaver's Bay than to attempt what you've in mind.
Not the entire city, that would be, as you point, absurd. The plan is this:
- Load the tower with slaves, minotaurs, volunteers, supplies
- Pit stop in Lamentation, pick up more volunteers
- Stop in Volantis only since we can't go far enough yet
- Sorcerer's Deep to plan out where were planning our new settlement and get the Pech to build it
- Daemon's Folly, Grey Gallows, unnamed island, etc.
1&2 go well together and 2&3 go together just as well. So I'd say go with two fit in 1 or 3 as you write and hold Dany as a contingency for failure.

i want to rally them, not cow them into submission, if they dont have any interest in saving their city we just mark them for burning later when we arm the slaves. also mantarys has a lot of magic, if people in lamentation know to call demons "pitspawn" people here surely know what celestials are, might change to angels anyway.

as for rewards, mmm, that would requiere conquering the city, otherwise they should expect rewards from saving it from the new administration.

Can we add something about encouraging the citizens of Mantarys to bring all of the mystical paraphernalia and other potentially magical stuff they can find to the former location of the Tower, purely as a means to keep the materials from being used to summon demons to plague the city once more?
I couldn't say that with a straight face, but Viserys can probably pull it off while sounding extremely sincere and concerned for everyone's well being.

Jaegaerys may be the best Targaryen king and best king of all Westeros, but he certainly isn't the best king to rule in Westeros, Garth Goldenhand is the best.
