Well to make it militarily viable against non-static targets we'd have to create gto uplinks which IIRC would be rather power intensive so we would either need dedicated uplink satellites. Or our imaging satellites would have to have a powerful enough antenna and power system.

Ye that's why I commented on us potentially being the first to implement it publicly, it'll do wonders for commercial flights, seagoing trade vessels, even our fisherfolk going out farther into the sea. And then we sell it to our allies. Maybe even independents.

I'm envisioning the later.
My plan so far is 5 optionally manned mini space stations in sun synchronous LEO (early evening, late evening, noon, late morning, early morning), such that equipment can be clustered together in order to take advantage of common power, communication, station keeping, etc.
It would also make it easier to do regular maintenance and upgrades of the equipment.
We don't know what the current state of US democracy is, so Reagan might get "re-elected" despite this disaster. After all, Jimmy Carter's death was mighty convenient for Reagan, and the way he won the presidency was... less than legal. Furthermore, from what we have seen, the USA is going through a (worse) version of the red scare, so Reagan's hard stance on communism might grant him enough support win, or "win", the presidential elections again.
Though the goals had been lofty, the criticism had been many, and the foundations were not built on pillars of marble and iron trust, the Cybernetic Pact has indeed proven that it will stay, that it will not crumble and fall apart, that its future will be written in the annals of history and echo into the pages of eternity. Five years of labor have seen the Cybernetic Pact survive into something more than a forum used to take advantage of the workings of a few trying to build a better future, turning it into a forum of the Third World seeking to unite and prosper against all odds. Who can know what will happen in five more years?

Though we come closer to that dream with every year, the time to alter the world to feed all of humanity without fail is not yet near, and famine can break out with the turn of weather and terraforming operations that fail to take long-term effects into consideration wreaking havoc over nations and decades. For now, we cannot alter Mother Nature as we see fit with specialized crops and scientific rigor yielding miracle harvests, so we need to share and watch over what we have with strict eyes and firmer hands. Let none in the Cybernetic Pact cry out in hunger when others have times of plenty; let us ensure that our members will always have the choice to purchase desperately needed crops.
(Drastically reduces the impact of famines within all CyPac members. It also reduces the effects of natural disasters and slightly alleviates the harmful outcomes of terraforming operations.)
[] Cohesive Anti-Imperialistic Defence
Though we have shown our willingness to labor for the food of the people and the good of all, the world, the USA in particular, is not so gracious as to allow us to raise high the torch of equity, peace, and justice for all as we march toward a brighter future created by the labors of the workers of the world. There are those amongst the world and those within our own borders who would rather see the world burn and suffer under the imperialistic yoke, have innocents be exploited, and see those working to better themselves and others cast into the muck and mire. The Cybernetic Pact was founded with Anti-Imperialism as one of its Core Principles, and we stand with it today, sharing intelligence and hunting terrorists across borders in unity to secure a better future for us all.
(All CyPac members will share intelligence against Anti-Communist Guerillas, Terrorists, Rebells, etc. They will also cooperate to combat them even without the direct attention of the wider Federation.)
Oh boy we advance the first tier of our pact soon one day we will evolve to the point where we're direct contenders of the Cold War and where we're more liberal and socialist then all the other superpowers
This might seem boring, but it's the equivalent of 1 extra free CyPac action each turn. That's huge for long term growth, and it's one of those perks where the earlier you take it, the more you get out of it. It also means we hit every subsequent cohesion upgrade even faster.
The space perk is eh. Doing stuff on no cost is nice, but losing out on prestige from said actions is painfull.
Disaster relief we can do something about as it becomes relevant IMO.
The anti guerilla perk is nice, because it effectively frees up actions that would otherwise have gone to dealing with them... but it's a passive bonus, so we don't get +Cohesion from it. Whereas if we do Unified Bureaucracy then we get that +5 in addition to any cohesion generated by anti guerilla CyPac actions.
