Plan What We've Got, Where We've Got It:
[X] Moon: Try to figure out where the god-binding ritual is coming from
[X] Venus: Pursue the fleeing Onogoro witch
[X] Mars: Try to do something about the prisoner uprising
[X] Jupiter: Violently interfere with Northern front
[X] Nanoha: Try to do something about the rockets
If Moon is going to be healing Chris already, then she might as well heal those who'll die without her intervention (triage) and those who will be able to get back up and fight with her intervention (reinforcements). A Lunar Reformation may be in order for most of them. Then since the ritual sites are suffused with her magic now, she might have an easier time pinpointing them and (if applicable) wrecking enough that it's no longer feasible.
Venus is closest to Whisper as far as I can tell, so tactically she's the best option. How fast can her Love-Me chains go? Can she roll to catch the witch's broom with them? Even if it ends up a comedic "pulling Venus along" situation, she can climb up the chains or retract them to engage Whisper and force a landing/retrieve the Jewel Seed.
Mars, similarly, is already in the command center and closest to the prisoner uprising. If she can make her flames of truth an AOE effect, it'll definitely undo any mental effects on the prisoners/people press-ganged into rioting. Additionally, if she sets off the sprinklers, it'll startle Onogoro, which could be key in gaining an advantage. And she can let Katib out, if it wouldn't put Katib in mortal danger.
Jupiter can do the same thing she did previously, or otherwise slow the march of the Onogoro reinforcements. Uminari take 2, for example (grow trees around/in the way of the phalanx). Though that would mean a lot of collateral damage infrastructure-wise, it would mean the enslaved yokai are minimally hurt, which will warm them up to MCAT when we release them tomorrow.
Nanoha is the only one who can seal the Jewel Seeds, but she's also farther than Venus. She should continue working on the rockets, since having her in the open doesn't risk her being bound like it would if Moon took the option. Should Venus retrieve/knock down the Jewel Seed, I trust her to be able to not go mad with power before she gets it back to MCAT/Nanoha.
