If Moon is going to be healing Chris already, then she might as well heal those who'll die without her intervention (triage) and those who will be able to get back up and fight with her intervention (reinforcements). A Lunar Reformation may be in order for most of them. Then since the ritual sites are suffused with her magic now, she might have an easier time pinpointing them and (if applicable) wrecking enough that it's no longer feasible.
Venus is closest to Whisper as far as I can tell, so tactically she's the best option. How fast can her Love-Me chains go? Can she roll to catch the witch's broom with them? Even if it ends up a comedic "pulling Venus along" situation, she can climb up the chains or retract them to engage Whisper and force a landing/retrieve the Jewel Seed.
Mars, similarly, is already in the command center and closest to the prisoner uprising. If she can make her flames of truth an AOE effect, it'll definitely undo any mental effects on the prisoners/people press-ganged into rioting. Additionally, if she sets off the sprinklers, it'll startle Onogoro, which could be key in gaining an advantage. And she can let Katib out, if it wouldn't put Katib in mortal danger.
Jupiter can do the same thing she did previously, or otherwise slow the march of the Onogoro reinforcements. Uminari take 2, for example (grow trees around/in the way of the phalanx). Though that would mean a lot of collateral damage infrastructure-wise, it would mean the enslaved yokai are minimally hurt, which will warm them up to MCAT when we release them tomorrow.
Nanoha is the only one who can seal the Jewel Seeds, but she's also farther than Venus. She should continue working on the rockets, since having her in the open doesn't risk her being bound like it would if Moon took the option. Should Venus retrieve/knock down the Jewel Seed, I trust her to be able to not go mad with power before she gets it back to MCAT/Nanoha.
 
In fairness, the north gate is about to get hit by a force roughly equal in size to the combined force of everyone who's fought their way through the west gate, everyone who's about to go through the hole in it, and everyone who died trying, put together.
 
Okay, this seems to be my primary point of disagreement with other people, so I'm going to vote for every plan that has 1) Nanoha on the Jewel Seed and 2) calling for backup.

It's safer for us to call for reinforcements, just to make sure we shore up our position. While some may think this fight is almost as over, I don't think Onogoro is throwing the towel just yet, and having reinforcements present will only help.

Doing a simple cost benefit analysis also should very much come out in favor of reinforcements. Basically, we can either call, or not, and we might need them, or not. Lets game it out:

1. We call, and we need them: Good outcome, little negatives.

2. We call, and we don't need them: Good outcome, we have wasted a bit of time and a few people are tired and annoyed with us.

3. We don't call, and we don't need them: Good outcome, little negatives.

4. We don't call, and we need them: Possible bad ending, major losses for MCAT, several negatives for us.

So: It's possible to argue that case 3 is better then case 1 by a small margin, but the difference is out of our hands anyway. The other possibilities, comparing cases 2 and 4... do I really need to say it? 4 needs to be avoided at almost all cost, and for removing the possibility of a bad ending, we risk... some annoyance and interrupted sleep? That's very lopsided. All together, the "risk" or "cost" of doing it is minimal, it's possibly beneficial to the outcome even if possibly unneeded, while the risks of not doing it are much higher.

With something like this we can neatly deal with all of our problems at once without too much trouble. Even getting the binders and messing with the north and aiding the west with a single action without losing anything.

We put Nanoha on the Seed and send Moon off to screw with the ritual.

All benefits and no risks. All problems would be accounted for either way...though we won't have anyone on the north in the second case.

Edit: I did swap out Mars's deafault since Simon said HQ would still be defended somewhat.

Strategically speaking, is there anything stopping Mars + Usagi from hot-swapping personnel to the locations they are needed at, with appropriate descriptions of the target locations provided?

(If Usagi focuses on healing, then solely on hot swapping to keep the surprise of what the enemies are facing next to the maximum, if not where they will be facing Senshi)

Extreme hot-swapping could cause problems because being disoriented in a combat situation is bad and when people are rapidly being catapulted in and out of situations they may make mistakes. See for example Usagi casting a Lunar Rainbow Burst on an Onogoro godbinding site because she'd done so many iterations of 'teleport-LRB' that she was operating on autopilot. Imagine that happening with an attack spell where someone doesn't realize they're accidentally using friendly forces as a target practice backstop due to the broader tactical situation.

One consistent pattern we've seen is that aggressive use of rapid teleport spam in a combat or combat-adjacent situation is disorienting and takes a psychological toll on Usagi- and Usagi's had a lot more opportunity to get used to it than any of the other girls.
