[X] Flying Wolfship, with (dwarven?) cannon... optimized as able for the strategic deployment of Burning Shadows from the air, with an eye towards burning large areas/armies and serving as a flying base for conquests/war. Like the dwarven reconquest in progress, the Elector Countess idea, or the hellwars for the Nexus recoveries. Unique Artifact version of Airship. Death from Above.

[X] Flying blimp type ship, made in cooperation with Dwarves, with an eye on designing a new class of ship(or rediscovering old airships) with Mat claiming the prototype for herself. Something that maybe we could actually make in some numbers, in a couple of decades. Still would be nice if it had cannon, and could be used for Burning Shadows shenanigans. (Might need to convince a Dwarven King to help supply lifting gas/maybe only sample of lifting gas for college/runelord reproduction). The Prototype version of Airship. Leader of a new(old) class.

To be clear, both of these operate under "try it and find out" for the details. I'm fairly sure the Colleges united can get something like these done... but how far, how good, how costly, and how long it takes are all things to be discovered. Also things that Mat will probably have input/influence on, and might need her own expertise (on dwarves) to accomplish.

EDIT: Also, could someone clarify: what exactly are we asking the Colleges for, with the Elector Countess? Support out attempt to conquer the forest? Support our bid for Elector Countess after we conquer it? What's the actual meaning of the vote? For it intrigues me, but I'm not voting for it blind.

EDIT2: Additional approval votes:

Because this is a research tower we can take to say Albion or the Mountains of Morne or Lustria. Hell imagine how much better our studies of Dum would have been if we had a specialized laboratory to test stuff.
We're not going to Albion because everyone who tries to get there gets lost. We are probably not going to go to the Mountains of Mourn for no reason. And having a lab in Dum would really not have helped figure anything out.

Going to Lustria and Cathay do remain possibilities, but I feel like I'd much rather enjoy going there in a ship than a tower.

A great many research-able things cannot be picked up and moved somewhere else. (For instance: nexuses)

Frankly my ideal result would be a research-capable SHIP rather than tower, but you're kinda asking two separate questions here so that's my answer to the other question.
I don't think a lab is going to be particularly helpful for investigating nexuses.

That said, just for you and others, I'll make a version of the ship capable of research.

[X] Plan: The Prismatic Wanderer (Researcher ver)
-[X] A flying warship, suited for exploration, warfare and research
-[X] Comfortable for small groups of people to live in for extended periods of time, and capable in an emergency of transporting a medium-sized groups of elite forces from one place to another (e.g. Empire Knights, Dwarf Ironbreakers, Eonir Ghost Striders, KAU scribes)
-[X] Wizardy aesthetic - dragon figurehead on the prow, living tree serving as central mast, bottom possibly wreathed in fog, etc.
-[X] Has magical weaponry and/or defenses (e.g. Dragon figurehead on the prow might fill enemy forces with the fear of death, ballistas on the sides might shoot out fireballs, a Flock of Doom might emerge from a literal crow's nest, etc)
-[X] Has a very decent research lab
-[X] Possibly needs to be crewed by Perpetuals
-[X] Possibly flat-bottomed to allow for landing on firm ground, if that makes sense vibes-wise

[X] Dispensation to study methods of destroying or beneficially transforming Dhar

As far as plans for flying ships or towers or castles or knightly orders or whatever...

I would prefer to choose our next goal after we finish working on the the waystone project and then cash in our boon(s) in support of that goal instead of soft-locking our next goal by choosing a boon now.

[X] Save the boon until we choose our next project

We can have airship production be a thing that Mathilde does, not just demanding the Colleges do it for her. The narrative of this just feels better. It's less bluntly transactional, and instead does something that we absolutely couldn't do any other way.

We can arrange for tutors for Eike. We can see to developing the means of Imperial and Dwarven collaboration toward airships. We can do all of the rest of this shit ourselves, and it'd genuinely be more interesting to do it.

We broke the limits on irreplaceable treasures and provided a revolutionary new field to the Colleges of Magic, having it so that our reward for doing so is not being nickel and dimed on asking for help from the Colleges on our future projects fits so well.

[X] Plan the Book of Volans
-[X] Get access to the Book of Volans

So here is a vote to get access to the Book of Volans. I want Mathilde to become a better wizard and for that we need knowledge more than fancy gear.

[X] Elector-Countess
[X] permission to read the book of Volans

I see a lot of people voting for both the tower and the flying ship. I think they're both neat, but they will have some significant differences. The ship will most likely be significantly more mobile, and would probably be preferred for ocean crossings, since it can revert to being a regular ship if something goes wrong with the flight enchantments. Conversely the tower is going to be significantly sturdier, and will likely be better suited to long term occupation of a specific area. I like both options, but will probably make up my mind as the vote progresses.

I'm not really interested in an airship. We have a gyrocopter already, which is cooler and more practical.

[X] Armor of von Tarnus

and though it's not quite as cool

out of solidarity.

Not 100% convinced on the living tree, but i'm happy to go with it in the hopes it makes Pan happy.

I feel the addition of "research" is somewhat unnecessary, and should be adequately served by exploration.
But i'll approval, boat is a boat is a boat.
