It really does seem like this chapter doesn't really need anymore combat considering that they would be dealing with people that normal SM's would easily stomp. Also seems like extra librarians wouldn't actually be that useful due to their visions being pretty random, besides feels like pick librarians all the time is getting old.

As others have said chaplains seem like they make more sense over librarians since their whole thing is rooting out corruption and treachery, which makes sense if they are meant to deal with nobles. Counter intelligence also seems fitting since expect corrupt nobles to try hiding things and it would help find out if rebellions are being backed by Chaos in the first place. Politics also seems like it's a must in this case.
Counter intelligence is more to defend themselves from infiltration, dedicated Scout Marines are the ones that are good for information gathering.

Beyond that, no objections, we really are going too much into Psykers, especially in a setting where there exists multiple different paranatural forces and ways to manipulate reality.

We might be making a critical error here, a fair few of our plans seem based on the idea the chapter will be arriving before the rebellion or investigating a place to see if they are in fact rebelling.
But most rebellions will be composed from baseline Humans, it's hardly a challenge for a group of well armed, super-soldiers. Even Chaos rebellions will be mostly just Humans, with only few Daemons that they were able to summon by sheer luck or be supported/organized by powerful Champions and/or Chaos Space Marine. They really don't need to be geared for combat and taking on Greater Daemons or Eldar Phoenix Lords.

Being able to recognize just what's the problem is and for what reasons people are rebelling, would still be useful, even after the rebellion started and this Chapter will be spreading democracy, so being able to manipulate the politics of the planet and the wider Imperium to effectively convert planets, to the Chapter system of governance, will be very useful.
 
Okay so seems like it would make more sense to replace scout training with counter intelligence since it actually works better for what we intend in information gathering.

Scout is for things like army composition and such things, while counter inteligence is about hidden things
The description makes no such distinctions. Counterintelligence only says, the Chapter will be better at protecting itself from infiltration. Nothing more. While Scouts, says they will be better at intelligence gathering, not the specific kind of the intelligence they will gather.

Ive seen other good plans but they chose thunderhawks over dreadnaughts which seems like a waste to me, I like the direction these two plans are going in.
 
Hmm, Politics is likely useful for dealing with emerging/lingering discontent and the effects of Idealogy Spread, and I wanna see how it works here and how it mixes with Law Masters, but I'm struggling between quite a few choices. Assuming the Chapter's role is to act as a rapid response unit to crush a revolt as it ramps up then move onto the next one rather than act as Inquisitor Space Marines and thoroughly dig out dissidents/corruption after the conflict, I'm leaning on Politics+Spear Training+Scout Training+Extra Thunderhawks. Spear Training would be good for combat and the theme, Scout Training for info gathering (I'm not sure how Scout and Counterintelligence compare for the intended assignment, but I'm leaning more on Scout Training for the combat applications). Could Chaplains help with Restless Dreadnaughts? Deepstrikes or Elite Assault Marines for shock tactics and decapitation strikes? Gah, I'm torn.
