Edit: I mainly want to approve the plan because that way after its used we can force everyone to look into the abyss and see just what all this war is leading towards. The hope would be they would see what a horrific weapon this is and just how far humanity can continue to fall to jolt some sanity back into the scavenger lords and bring them to the table for a full, comprehensive peace treaty to end the Succession Wars.

I think the write in is a bit unnecessary in how its explicitly phrasing its reason for refusing the plan, (you don't need to explain why you're opposes to crimes against humanity) but its the front runner of refusal so im voting for it

I am here late, but I think the scientist could be lying about it only targeting warriors.
1. the clan scientist and workforce would be intact enough for a final assault.
2. the collapse of teo hundred million workers will lead to further death and starvation, and if you are committing genocide, the twisted logic would make a total death more "mercuful".
they have an incentive to sell us a more "palatable" option. and if it did not get everyone, then we will have to commit the rest of our existence to finishing the job since there will be no forgiveness given to us by surviving clanners.
If not ethics, then logically, we would be making the stupid Dark Forest hypothesis reality.

Actually the scientists pretty much say it will target some people of the other castes because of interbreeding, they were petty clear on that front.
Although they mention this was supposed to be a weapon specifically to target the warrior caste but the Clan potencial to wield Petrusite weapons and they advancing ever deeper on the IS with no signs to slowing down make clear they have no time in making the perfect weapon, so they are pitching the unfinished product.
Although do mind the fact this option is on the table instead of being reject from the get go speak of volumes the desperation in finding a way to halt the invasion, not beat them back but only halt. The fact Comstar is even putting the safety of Earth, they seat of power, at risk is another red flag on it's own.
