See, the thing is, escalating to violence with Nanoha is actually a fairly safe strategy as long as you're a cute girl who isn't profoundly committed to ruining everything for her and/or the world. You need to make damn sure those conditions are met, and in the short term it's going to be rough, but if you do meet the conditions, you can get away with it quite reliably, and Even Chibi'er Setsuna qualifies.

So I don't know if it'd even be a temporal disaster for the fight to happen.

Also IIRC she went straight to smashing Fate on the head with Flash Impact about 30 seconds after learning instant movement in combat.

The more time that passes, the higher the chance that Ahma will add more victims to her list. If MCAT takes umbrage, well, better to ask forgiveness and all that.

Escalating to violence also isn't a thing that Nanoha does herself. The sequence of events is generally:
  1. Baddie starts a fight
  2. Nanoha tries to deescalate and establish why the fight is happening
  3. Baddie refuses to deescalate or establish her motives
  4. Nanoha finishes the fight and tries again
So for the Did You Swipe My Juice Box Incident to escalate to violence, Setsuna would've had to be the one to initiate. And in that case, the incident would serve as an object lesson in Why Not To Do That for Setsuna, which would make removing it from her timeline a delicate process.

At the moment she should be hunting Mamoru, who is in Shibuya, with Mai and the SPR offices that are not a part of MCAT HQ compound.

I mean, she might have decided to go after some other, entirely different target. She's perfectly capable of trying to jump an easy target, failing, and picking a different target. I don't think there's any reason to think of her as a Super-Persistent Predator.

She was rabid with chasing Mamoru in particular because of how he feels, and still returned to chase him after she nearly got erased in that location.
Also it's canon that Mai's danger sense-y psychic powers warned her specifically of Ahma hunting the ghost kid.
Probably not her only target true, she needs to eat I guess, but he is her white whale atm.

As I recall they have the crippling problem of only excluding people with no magic whatsoever.

Seems like the best way to go about it. It shows trust in MCAT that you won't necessarily run off to confront every magical threat yourself and that you trust them to do their jobs.

Yeah, citing Naru as the identifier is the best of both worlds: we get to inform MCAT almost immediatly WITHOUT potentially compromising Usagi's identity.
