Hmm. Interesting. Worlds in general do seem to give us more stuff in terms of research discounts, SAGs, fleet-building capacity than orbitals would. But the 'oodles of stuff you can exploit' is hard to parse. Looking over the list again -Yes. They are planets after all. They have oodles of stuff you can exploit, not to mention will boost your overall economy/Action efficiency far more than the space stations will.

Our entire polity has a population in something like the 20-30 billion range. Our Infiltrators/Converts on Vox Primus only recently hit 700 Million.
