[X] Attempt your own proposal, let both parties discuss and petition their patrons for which spirits or gods would be most suitable to divine diplomacy, and let only these select few receive major dedications within shared spaces. (+1 ES and WS Favorability, -2 PT favorability. Ensures short term turbulence and theological debate, may allow greater stability. Supports foreign Quarter goals.)

[X] Support Inzha's proposal. It will require more administrative infrastructure, but it pairs well with your own thoughts. It is also limited enough that it should not hurt your position more. It holds more potential for conflicts down the row though. (+1 WS favorability, -1 PT Favorability. Does not hamper foreign Quarter goals. Theological border clashes more likely in the future.)

Seems a bit like the last option but on a case by case basis.

I am looking forward to the badly translated knick knacks in the foreign quarter that somehow end up with an adorable stuffed Luo dog named Moon Moon

This vote had me going back to reread the chapters on the WS gods (turn 11, 6.6 for anyone interested) and I found a neat summary

  • Sudica: Young Woman, face of early winter. Associated with the bright moons — Full, both Gibbous, and both Half Moons; has the domains of the Guiding and Reflective Moons. Patron of Emissaries, who act as the bridge between everybody — intra- and inter-community communications, priest and judge both.
  • Fryja: Mature Woman, associated with the Crescent Moons, which are her axes. Has no overlap in the domains of the Imperial Eight Maidens. Patron of warriors.
  • Crone: Associated with the New Moon, which is a warning that the Crone is attacking everybody she sees. Also patron of warriors.
  • Ling Qi's Moons: Hidden is basically similar in broad respects with the Crone, but Grinning's and Dreaming's portfolios are associated with the Sun. Presumably, with Koliada in particular, who is joyous and inspirational.

Interestingly I never thought of LQ as someone with faith-based cultivation but from a WS perspective it's probably seen similarly? Her "faith" to various Moon aspects blesses her with abilities and perhaps learning more about the WS gods and showing favour can open new pathways for growth.

I'd love to hear more directly from the priests about the various gods/spirits.

Usually I'm pretty split on at least two options. This time though this seems the obvious play.

the celestial dragon is female, so it is fine for her to be dominant in White Sky culture.
Her gender isn't the problem, her attitude is
Learn this, if nothing else children. The people of ice are wary of power, far more than you dragon spawn, you will find few friends with displays of might."
. . .
It is the naked fist that is not respected, it is commands given without deliberation or consultation. It is the might of Kings which will avail you not,I.
. . .
. Take that as your lesson. Power, the power they respect is that which holds up and binds together. Waystations, fortresses, centers of wisdom, cities. These are what those who cast aside human flesh aspire,
We don't know a lot about the Celestial Dragon directly, but she raised Qin and he was very much the sort of rapacious conquerer the Polar people hate and fear

If I try to divine in-story reasons for why the White Sky is so concerned about having shrines for their own spiritual ecosystems in their sections, I suspect that one reason is they want to ensure that their males keep to their own system. When we asked for a story from Grydja in Turn 16: Arc 2-6 she flagged that Imperial modes of domination and power politics mirrored the actions of the Iron King, and Turn 11: Arc 6-5 and the preference for the use of female soldiers seems to imply that males are distrusted due to their vulnerability to the Outer Night. I'm open to the consideration that I am overleveraging Inzha's use of 'men', or that to the White Sky it's difficult to imagine any embassy without a temple to Sudica, patron of Emissaries.

Ling Qi actually has a key piece of knowledge that might help her arguments here: the gods (at least the highest of them) wear different identities in different cultures. So there's probably already some backend crossover between the two pantheons
