If the big gods want to make an issue of it they will. At least with Ling Qi's proposal they have an explicit avenue to non-violently participate. It's also just polite to include them when they are directly affected, rather than making choices for them without their input.
The White Sky should. A big part of Cloud mythology is them hunting and killing dragons.
It's kind of nice that the loss of MoI favor of last vote extends to this one. They are already mad at the "Mixed Rituals", so us using the just stablished shared rituals study group for this is still part of that. Instead of a new whole thing to get even madder about, which they could totally do.
