We could pressure from elsewhere in Serbia-Montenegrin society to attract its populace to a union with an Illyrian Federation, since the impulse toward Yugoslavism wasn't limited solely to the aristocracy. Make it so that they have options for a graceful departure or shift in society. An Illyrian Federation is a ready-made destination for a Serbia-Montenegrin revolution or even Serbia-Montenegrin republican reformists, and it gives options for diplomatic and subversive actions we wouldn't have available if it was a broad Danubian Federation.
