Why would they listen but then just ignore it, they are as people have said monarchy's trust as much as they probably trust the Ottomans to not to have tried to take them over again if they don't have bigger issues to deal with.
 
This is actually quite close but the plans only differ on one point and I'm ready to post the next vote, so here we go.

    Having concluded the adjudication of the borders of the Balkan states, the Second Vienna Conference comes to a close. Through careful trades and dedicated diplomacy, the Alliance has utterly dismembered the Habsburg Empire, while ensuring that the former empire's remains are firmly under its control. In so doing, it has ended centuries of royal and imperial power and extended democracy and social reform to millions.

    It has also committed itself to the long-term occupation, reconstruction, and modernization of more than a million square kilometers of land and its inhabitants, a process which will likely extend beyond the decade-plus formally allotted to it and the material and monetary cost of which is so massive that the exact amount is frankly unknowable. While Italy and Spain will do their parts, their economies and manpower bases are fractions of those possessed by Germany, and so it is the Republic that will bear the vast majority of the cost going forward. Russian reparations will certainly help to defray the monetary end of the cost, for as long as they last, but they may well also prove to be little more than a drop in the bucket.

    However, where there is cost, there is also opportunity. If reconstruction succeeds and the Alliance manages to establish enduring, stable, friendly regimes in the former Habsburg Empire, it will be vastly strengthened. If that can be achieved, then a great many things previously thought impossible will then come within its grasp.

    If.

    In the meantime, there are several administrative questions to resolve in the aftermath of Second Vienna, and so the Alliance commissioners once again host a meeting in Prague Castle to hash them out. Once these issues are settled, it's back to business as normal, albeit in a much-changed world.

    Foremost among these issues is the matter of dividing up the territory acquired from the former Empire. While all decisions made by the Commission must be ratified by plebiscite, the simple fact of occupying and rebuilding the territories doing the voting makes the act of asking a question far from a neutral one. If the Alliance phrases the proposition in a certain way, then it is likely to receive sufficient support from the general population, and so the question of what is to be done is largely in the hands of the commissioners.

    Secondly, the issue of adjusting reconstruction periods in certain areas has arisen. While the return of local autonomy has always been a gradual, phased process intended to accustom the residents to a democratic system, it has been argued that it might be better to accelerate the process in certain areas where there is already meaningful democratic support.

    Finally, a question purely for the German delegation: is the German Republic still the German Republic? Even with a substantial portion of the Polish and Ruthenian diaspora returning to their homelands and the inclusion of German Austria, the Republic is a vast multi-cultural entity now, with Poles, Czechs, Slovenes, and a dozen other ethnicities besides. Is it time to adopt a new identity to go along with this existing reality?



    What is to be done?

    Territorial Division

    A single state comprising all the remaining former Habsburg territories and organized under the principles of National Personal Autonomy would be a bold experiment, as it lacks the German nucleus that makes the Republic possible and could prove to be a bit unstable. However, if it were to stabilize and rebuild, it could prove an ally on the same level as if not exceeding the value of Italy and Spain.

    A pair of federations, one Danubian and one South Slavic, would likely prove to be steadier partners and easier to maintain overall. However, their competing desires and areas of friction would need to be managed, and they would be weaker collectively than a single regional federation.


    [] [FED] We will propose a Danubian Republic, an Illyrian Republic, and a Transylvanian Republic.
    The most stable possible solution is a trio of multi-cultural states organized like the Second Republic. With sufficient minority protections and oversight, this could prove very sustainable. However, the Transylvanian Republic will inevitably provoke conflict with its Romanian neighbors (which may well be desirable), and three nations are harder to manage and weaker individually than one or two.


    Reconstruction Modification

    At long last, the final post-war turn. After this, we go back to elections.

    If you pick the Union option, you will be allowed to legislate or modify the exact means by which the vague effect I've laid out is set into motion. It's mostly just a formalization of NPA principles as previously enacted.

    UCER is a ugly acroymn so is CER so I'd like to stick with the name

    I'm torn between wanting to create a fairly large multi-ethnic federation and the fact that one big federation is so ugly. Screw free will I'm rolling a die, 1 for one federation, 2 for two federations
