I don't think the goodwill is worth letting Scandinavia go back to one reactionary side or another. And I don't want their colonial possessions.

A neutral Scandinavia that do not join the Entente the very moment this war ended is far too important, especially when war with the Entente is all but inevitable.

+7 Leverage is a lot more freedom to act in Austria and Russia. Scandinavia is a side-show, and the entire point of pursuing this separate, early peace was to be able to focus more on Eastern Europe.
