It's just because our artifact pool has been growing without us looking at anything.Shocked and stunned that our potential paper pool has been cleared down to a mere four options.

I would like to remind people that the Red Riders plan only has two Waystone-related actions when 3 is a generally good benchmark; and to a lesser extent, that if we want to improve our killiness, it would be better to finish up Branulhune before embarking on a project that will take several more actions before being battle-ready. Just a reminder.
If you want to get technical, 3 as a benchmark was taken from Boney saying a long time ago something along the lines of 'It's generally expected to spend at least 1 action for organizations you run, 2 for your duties as advisor, and 3 for projects which you're entirely managing'.I mean, three was decided as a benchmark by some players, but it's hardly an established law or anything. Realistically Waystone progress has been blisteringly fast thus far. Going down to two actions, which is still well within the expected amount of work per turn, is not really a big deal.

Have you spent at least one action personally and directly involved with the task or project you were given?
Have you spent at least two actions directly or indirectly involved with the task or project you were given? (including half-actions spent overseeing others and tangential study of the topic at hand)
Have you spent at least three actions in ways related to your position, including overseeing subordinates and managing local wizards?
If all three are 'yes', then you'll be fine even if you do flub everything you're trying and your time-sheet does attract investigation. If you've explicitly been given a straightforward or easily outsourced task so you can focus on something else that is considered important but is not directly under the purview of your position, the above considerations do not apply.
Also, it hurts to begin a new mini-project that might take 3 or so AP before finishing another one which would only take 2.
