I mean, the Emperor is willing to treat us respectably well while we sharpen our bayonets to charge into Austria and Russia because that's what we have been planning to do...

It's not like we've been planning on getting the Entente either on our side or neutral in our favor so we can smash those two polities flat :V
 
I do think that if we manage to defuse the crisis, we should take that opportunity to shore up our finances and military readiness in the time we've bought ourselves. The Entente may be willing to negotiate, but the Imperial League won't—and besides, we have unfinished business with Russia and Austria.
 
I wonder if we take a page out of our police's book after this and host an international "weapons of the future" conference. Surely a second international conference can't also cause an international incident! :V
 
Also, arguably Boulanger and his cohort are the faction in France most likely to be willing and able to crush the left should it make itself known there, so diminishing their power is helpful to us for that reason as well.

This is more or less what I was hoping for from "hold" - getting Boulanger and the French warhawks smacked down so that they're less likely to try to jump us while we fight the Imperial League, with the Italian stuff as a nice bonus. I'm satisfied with it.

We now have confirmation that the reform movement in France stands or falls by Napoleon. Fortunately, this has confirmed that it is not our ally - we wish for a renewed French Revolution and the dictatorship of the proletariat in a democratic republic. Accordingly, we do not need to protect the reform movement by strengthening Napoleon. And Napoleon repudiating the proposed treaty with Italy, a position advocated by, among others the Italian Socialists, will strengthen the latter in their preparations for revolution.
