edit: Tho to be fair, there are so many ways for this to flounder even if most of those countries do join. Internal divisions, ideological disagreements, historical issues, tyranny of the majority, etc.
We'd be generating problems as quickly as we solve them if we succed - as larger more populous countries start to exert more influence over smaller ones, etc.

Eh. That's below the level of abstraction. And CyPac right now is really just a loose association. Not really worth an anthem IMO.
We can use that excuse about any country, not just the islands.
Also Grenada is currently communist and still part of the commonwealth. Showing that the big world powers dont actually care that much.
NZ in particular is having economic problems, with high inflation and growing unimployment. So much so that in a 84 they will go from big government, strong unions to full neoliberal. Smash the unions, shrink the government, sell everything state owned (only stopped when selling the roads was next)
Inviting NZ now will hopefully stop that, or we could wait and just buy NZ

Hmmm, it looks like the US couped Grenada in '83 on manufactured grounds, and I can't imagine this being different here. I can't really see a way of preventing it. I don't want to add a country that's going to be taken out in short order - it makes CyPac look weak during a crucial formative stage.
I don't want to invite NZ either. When picking between socialism and capitalism, soc dems have historically swerved right as hard as possible. It's just asking for trouble and I'll bet the NZ reps will be feeding intel to US intelligence before they get off the pane in Guangchou if they accept membership.
We can do a Pacific Outreach program to help with the industrialization of the pacific Islands, but we're already going to be dealing with the usually Leftist Infighting, and I don't want to make that worse by adding governments who aren't even socialist.

So let's see... we got a whole bunch of small east asian countries, ALL of north and most of east africa, 2 of the most famous Balkan countries, a good chunk of the middle east, and only 2 communist nation on the western hemisphere that if they did the slightest thing wrong, they would be annihilated by the now falling apart US.
