Modern Theumaturgy is based on Solomon and the crests he created, but there's all sorts of "pagan" traditions that don't rely on the gods. Like, as far back as Gilgamesh, people were making their own magecraft. Divinity is very distinct from magecraft in Fate, because Divinity gets to play by a looser set of rules. Classical Greek magecraft would be a bit different from what someone like Rin might know, but that's because mana was far more plentiful then, and people who were taught then knew more about how to perceive and manipulate things. Shirou being basically a Child of Destiny, his one-note-but-absurdly-powerful bag of tricks is easier to understand… once people know what it is.Edit: Actually how are they teaching shirou? Wasn't magecraft created later on. The one that they use rely on gods right like their divine speech.
We have to assume that EMIYA won't be around until proven otherwise, as such we need to take any chance given to us to improve our magic

...so having never played FGO...Circe is popular I guess?
I mean, do we? We already have a contract with Medea as a Caster for someone who could allow us to improve what we can as a mage, without risking her taking the fact that we hid something as important as lessons with Circe badly. And in 2/3 routes Gilgamesh was defeated without the use of UBW anyway.We have to assume that EMIYA won't be around until proven otherwise, as such we need to take any chance given to us to improve our magic.
