I think he already has, technically. He doesn't speak, because dogs can't speak, as much as he casts spells that make words appear. The logic is something like (words->magic)=>(magic->words).We can't cast through Wolf...

We had the choice to build Wolf to be a combatant by turning him into a Winter Wolf in the Trait Upgrade section of Karak Eight Peaks and we didn't choose it.
I will be honest as interesting as the Hedgewise are I am not sure they would know that much (after all a significant amount of their energy will go into hiding from the authorities) and speaking of hiding working with them would lock us away from working with any other legitimate imperial authority as they would see us work with a proscribed group of magicians and thus in breach of the Articles. That would risk not just our reputation but potentially that of the whole of the Grey Order. It simply would not be worth even the slightest chance of this getting out.
