I am a bit suspicious of these two options, it seems weird that we can pick whatever quality we want of our military and secret services, and that there are only benefits to picking the highest quality.
I am guessing that there are secret drawbacks to picking the best quality, like for the military, it does say that the military is the biggest employer in our country, in other words it will mean dedication a large portion of our economy to the military.
I am a bit more unsure, what the drawback to the secret service might be, but again it probably is rather expensive.

I've accepted that we wont have any starting reputation and tried to make a semi functional country without an oversized military and an overdeveloped industry crushing our economy but still with enough too garenty a minimum of independence.
