It's pretty common in parole for the person to be required to have a supervising officer. And I'm pretty sure the Japanese government won't be happy about an ex-soldier of a terrorist organisation running around Japan unsupervised. It doesn't matter how honourable Kinto may act, or how trustworthy we may think he is - they won't like it (and they won't consider it a decision that we're empowered to make anyway), and they'll want an eye kept on him to make sure he really is sticking to the terms.
That's why I suggested outsourcing to MCAT or the police.
But this isn't an option in the vote, so it's ultimately a moot point.
We are not beholden to MCAT, TMPD, or the Japanese government, nor is it our duty to go arround arresting people.
If any of the mentioned before groups have an issue with this, though.
That said, parole still assumes ability to contain and/or control Kinto, which i do not expect them to have.
And without that ability, any parole officer thing would be just unnecessary security theater.

They have the ability to call Sailor Moon and say "hey, that general you stuck us with violated his parole". It's not ideal, but nothing short of a functioning Moon Kingdom is.

We are not a (Japanese) government official and i have no desire for us to become one.
If the only way for them to enforce something is to ask us to enforce it, they have no ability to enforce it.
Our job is to fight supervillains. If Kintoleski is more supervillainous than we've been giving him credit for, we will fight him. If we find out Kintoleski is more supervillainous than we've been giving him credit for from the police, we will still fight him. You don't like labeling that as us being Japanese government officials, then label it something else, because our actual behavior is not going to change.

Nobody has argued that we would not fight him if he tries to hurt someone.
But we are not going to go haul him in if he smokes a joint of weed or something else Japanese government disapproves of and we don't care about.
The point is about governmental custody, and usefulness thereof, not wether or not we would help people.
So, again, i am not sure what you are arguing for.

The image of mellow-as-fuck Senshi passing around a joint with former Villains of the Week as they hash out how to handle their respective issues... is just beautiful. The New Silver Millennium needs that stuff to be accepted even inside a formal court setting.
Beryl: But, like, what do I even do now? Go back to being an archaeologist? I don't know. After everything that's happened, it just doesn't draw me in the same way it did before.
Moon: Well, maybe that's not the answer. Sure, it could help to get back in touch with who you were back before, but that might not be what you need. For better or worse, you aren't the same person you were, not quite, and you certainly aren' the Beryl from thousands of years ago. I think what you need to figure out who you are now.
Beryl: That... doesn't sound to bad, actually. It's a start, at least. Pass the pipe?
As there is a rather high chance of meeting Kintoleski again and trying to Purify him then, I am not going to say for now as to not spoil later things.
Well, under the last Plan vote there was "Examine the Mercury Super Computer", "Check the Mercury Computer for theory on Spellcrafting", and "Check the Mercury Computer for information about those who can eat magic". Choosing the first option next turn might give us the ability to properly index and find information more quickly. (Ami needs more Personal Actions!)

*shrug* Fair enough. Hopefully, Kintoleski will send us a postcard if he leaves the country.
Well, that was a comprehensive team building exercise, and Alice is already editing the highlight reel for marketing purposes. Up next is the Outer Senshi and the Knights of Oblivion in "To Forget is Not To Forgive!"
Our best bet for getting a usable index for the Mercury Computer is to have Ami spend an action on remembering her past life memories, and hopefully learn what the prior Mercury's indexing system was. Hopefully Moon Healing Escalation will help her recover from the San damage.
I'm pretty sure they can't. Judging by how the IMO reacts to Prowess 30-ish characters, someone as strong as Kintoleski is kind of an outside-context problem for them, and they have more and better resources for confining people than MCAT does.
I can easily imagine an ethical and trustworthy person who nonetheless refuses to consent to being stuck in a prison cell by people he hasn't actually done anything to personally.
Now, to be fair, Kintoleski might be willing to accept confinement if we told him to as "the price of his defeat," based on what he said... but the time to think of that was before the runoff vote.
Also, if he were being held in a fixed location, it's more likely that Dark Fall or other villain factions would be able to figure out where he is and come looking for him.
Sailor Moon
Lunar Cleaver
A spell that wraps melee weapons in an aura of cutting light, that cleaves through physical protections with the utmost of ease.
Increases Prowess boost for Beacon of War (Sword) by 1. +2 Prowess vs. Armored enemies.
Usagi has two melee weapon options. One is an energy blade that's all "cutting light" when she gets it up and running. The other is the Moon Stick, eagerly attempting to impersonate a sword to the best of its extraordinary magical ability.
Further enhancing its cutting power may well be easier said than done.
[X][Runoff] Banish him
-[X] Tell him we'll find him again once we have a way to purify him that doesn't kill him.
"This is not the way that allied forces are supposed to act." Kintoleski grumbles out, laying there on the ground. "The Doketsu Zone are without honor." There is something about the way he says that, as if the very idea of someone acting without honor is a direct insult to him amuses Sailor Moon, but the girl does her best to keep herself from snorting. Slowly, Kintoleski starts to push himself to his feet, stumbling back and forth. At the same time, Sailor Jupiter drops down from the rooftops, an unconscious woman in her arms.
He looks back and forth to the gathered forces around him - The four Pretty cure, the six Sailor Senshi, and the Masked Man, before sighing. "I have come here to face the Legendary Warriors of Light, but such a thing has been... Intruded upon. Still... It is not a total loss. It is clear that you are all powerful. It seems that there is but a single question left." Kintoleski turns, glancing towards Bloom and Egret. "This was a battle, and the strong have prevailed. I will accept whatever decision you. Destroy me, Banish me, let me go. Having lost, I have no right to challenge your actions." Cure Bloom's brow furrows, the girl about to say something, but stops when Kintoleski raises a finger. "However, you have defeated me, and despite my liege's orders, that means that you are due the full information of your actions. Akudaikan ordered me to say that I do not have the Miracle Drop which will purify the Fountain of Gold. That is a lie. The Miracle Drop is bound to my life and existence, as such purifying me here will free one of the Fountains that you seek to save."
While the final decision in indeed the Splash Star Pretty Cure's, Usagi and the Sailor Senshi have shown themselves to be intelligent and skilled senpais. The kind of people that the Pretty Cure will at the very least listen to and honestly take heed of. So the question is... What will Sailor Moon suggest to the two.
There is a long moment where Sailor Moon stands there, the girl taking a deep breath as she thinks. There is a part of her that definitely thinks that the best option that they all have is to just purify the demon here and now. Kintoleski holds the magical artifact that Bloom and Egret need in order to restore the fountain of metal.
Purify Kintoleski and the problem is solved...
But at the same time there is another part of her that is heavily against the idea of it all. There is a part of her that looks to this warrior, who has been nothing but honorable and straight forward. Who stood back and waited for the chance to have the battle that he was sent to have, only offering enough assistance as to be sporting to Poisony because otherwise the battle would not have been fair or honest.
Kintoleski may own his existence to the forces of evil, but does that really mean that he deserves to die?
...As she thinks that, Moon's eyes flick down to the Moon Rod in her hands. Kintoleski is an elemental, so it should be possible for the girl to remove the influence of the darkness from him without destroying him, and that's even more likely if she were to get Bloom and Egret to help with that.Yet, even with all of that, she can't help but feel that there would be a notable chance that he would die, despite everything that they did.
Usagi frowns at the thought, before she shakes her head. "No." She says after a moment with a frustrated huff. "I don't think that even with my Moon Healing Escalation and your own spells that we'd be able to pull that thing out of him without killing him."
There is a moment of silence as Bloom and Egret look over at each other, something passing between the two without any words, before they nod. "So... what, just let him go back to the Dark Fall?" Bloom asked, but there is something in her voice, almost like she's not completely against the idea.
"To be honest," Egret says, looking at the giant. "...I'd rather not have to fight you again."
That just gets a snort from Kintoleski, who shakes his head. "You are wise to think that. As the two of you are now, you would not win a battle against me." He says, so simply as if his words are fact, and Bloom frowns up at the giant, before she huffs and turns away.
The giant rolls his eyes once before turning to look at Sailor Moon again. "Now that I'm running my own company," The Senshi says, having completely forgotten about the camera crew still filming what is happening, "There are plans in the work for the development of new magic, so hopefully we can figure out some way to remove that Miracle Drop from you without having to destroy you."
Egret looks up to the giant, "You mentioned Banishment?" The girl asks, and Kintoleski nods.
"Indeed." He begins, "For as long as I have existed, the Dark Fall has been entrenched in conquest after conquest, rarely have I had a chance to see any of those worlds. It was often only the ruined husks that I was allowed to roam. But this world has not been despoiled, it has not been raided and razed. I wish to see the splendors of your world. Should you demand it of me, I will leave the service of my liege... thus I will start to explore this world."
"You'll be leaving?" Bloom asks, and Kintoleski nods.
"I have had my chance to see my fill of Tokyo, but there is much about Japan that I still wish to see, and more even beyond it's borders." Kintoleski explains, and there is a moment where Bloom and Egret glance over to each other, before they nod.
Looking over to Sailor Moon, they lock eyes with the older magical girl. "You are going to try and find a way to Purify Kintoleski without killing him, right?" Usagi nods, and they give a soft smile before looking back to Kintoleski, "Then yes. We banish you from the Dark Fall, Kintoleski." They say, which brings a laugh from the giant of a man.
"Very well. May we one day meet again under less antagonistic of circumstances." With a leap, the giant of a man soars through the air, landing up on the rooftops of one of the buildings, before continuing on and away. From there, the last of things are relatively easy to sort through and handle. Leaping back up to the rooftops, Jupiter quickly retrieves the unconscious form of Poisony, and between Mars and Moon it is easy enough to clear the possession taking hold of the woman.
There is a brief moment where the TV crew make themselves known again, asking a few questions of the Sailor Senshi and the Pretty Cure, but Sailor Moon is quick to step in. The first thing that she makes clear is that for right now she is the only one who will be accepting questions, at least until such a time that she can get lawyers for the rest of them all.
When she is asked about what exactly happened here, Sailor Moon gives a rather vague but true enough explanation that three of the different organizations that have been trying to attack Tokyo ended up encountering each other here, and a fight broke out between the three. From there, Sailor Moon does mention the Crystal Millennium company, and that they are expecting to expand their operations in the coming weeks and if everything works as intended will soon be offering classes.
There are clearly so many other questions that the News crew have, but that is where Sailor Moon states that further questions will have to wait, as everyone here does have a life outside of trying to protect Tokyo from ongoing threats. Monday, May 18th, 1992
And thankfully, that is really the last threat that comes up over the weekend, allowing Usagi and her friends to rest and relax for the next couple of days. Sunday passes peacefully enough, and all too soon the weekend is over, and it's back to the daily grind of classes again.
School is much the same as ever, even with the increasingly familiar bits of her other life that are seeping into the classroom. Miss Haruna is still using a cane to move around, but she's leaning on it less and less as the days go by, and of all the changes that you never expected to see, Umino has decided to get contacts over the weekend.
They honestly look quite good on him.
The most interesting part of the day however, comes about at lunch. As a particularly interesting rumor starts to make the rounds about the courtyard as everyone is eating.
Rumors of a place called the Memory Den. They say that it's hidden away inside of a Chiropractor's office. This Memory Den is a place where you can change the way you think, clear your mind and see the world in a whole new way. According those rumors, they can give you the chance to experience anything - and that even more interestingly, they can allow you to experience things all anew. Or, if that doesn't tickle your fancy, how about taking away the bad things that happened to you.
There's only two real problems - The first is that such wonders don't come cheap, though another rumor does say that there is something else you can do to pay... Yet that's a small problem compared to the true issue.
Knowing where the place is isn't enough to be allowed in. No, there's some kind of password that you need in order to actually get in and use the service. Unfortunately, it seems that no one knows what the place is...
Of course, a rumor like this naturally catches Usagi's ear, and not just because it's fun to talk to people about the things that they have heard rumors about... And that is part of why she noticed, no lie on that part. More importantly however, with everyone easily agreeing on the Ward, and only a range of three different blocks that people seem to think the store is located on... For a rumor to be that solid, there has to be a grain of truth in there.
And where exactly has Usagi heard about people's memories being taken away from them before...
Oh, yes. The Oblivion. There is yet another threat that endangers Tokyo, and one that all the Senshi have had quite a bit of trouble tracking down.
It seems that this is the first real solid lead that they've gotten. There is no way that Usagi isn't following up on this.
Seems that she isn't the only one whose had that thought, either. As the school day ends and Usagi starts to make her way off the grounds, there is Makoto, the taller Senshi giving a quick wave to her friend.
Makoto first heard the rumor while she finished moving back into her old apartment now that the water main has been fixed, and some of her neighbors were talking about it. She thought it would be a good thing to look into, but everyone else seems to be busy today.
Naru's got her own homework to focus on, Ami's testing out a new cram school, and Rei is just at her own fancy academy so Makoto didn't even have a chance to talk with her.
Seems that it's just the two of them today. Thus, the hunt begins.
