I think it would be good to work with the ministries here. Given the eventual long term goal is to effectively run (or help CRX do the running) of the various ministries, getting a better picture of them and start laying the ground work of a positive reputation would be a good thing.

For some reason this chapter brought to mind a crime noir/xianxia fusion. Hardboiled detective Ling Qi buries herself in the mystery of the fallen stars after a disastrous breakup with Bai Meizhen. In comes in Femme Fatal Cai Renxiang...

As to the vote, I'm undecided. Overall, I think option 1 is more likely to find the culprit as both the Ministry and ourselves will be investigating separately. They'll explore the typical avenues, we'll investigate weird dreams and engage in general LQ shenanigans. I can imagine in option 2 it'll be either the Ministry's way or the high way, and any "radical" (effective) approaches will be dismissed. On the other hand, they have a lot of sway and it'd be fun to schmooze with Ministry peeps.

Priestess wants the other option so I want this one.

The Ministry of Law already missed once on this so I'm not super confident LQ won't be ignored or pushed entirely to the side to try and sweep the faux pas under the rug.

LQ is already somewhat known for being a direct action person and I think Shenhua would approve of LQ tracking down whoever acted against her personally. LQ has also been characterized as somewhat struggling with letting go of her personal control of situations to let other people handle them so this would flesh that out a bit more. Also seems like a potential opportunity to suss out more information on how different factions/people actually feel about LQ. A spy arc would be fun! Especially after we just upgraded our wisp friends.

I also think that two sources of evidence (ink and fairies) pointing directly to the same place seems to be too tidy coming from an enemy who seems willing to tweak the noses of both Shenhua and the Ministry of Law. This makes me think it's a test of some variety that LQ is supposed to solve directly. I'm not sure if LQ was supposed to find either one, but it still seems like a flag to me.

But also because the Priestess wants the other one and I want to poke her in the eye after being so incredibly rude.

In addition to everything else I already mentioned this seems like a fun quest in general, and one that doubles as useful insight for Ling Qi.

I see this vote more as yrs letting us choose what LQ's role and competencies will be going forward. Going for the first option focuses more on actively being a spymaster/investigative specialist, whereas going for the second is more of a chancellor/diplomat approach focusing on getting existing systems to do what LQ wants. LQ's going to invest in intrigue in both cases, but I think that option 1 focuses on being able to do everything "in house", whereas option 2 builds up basic competency and then outsources the specialized or tricky stuff to other groups like the Ministries of Law or Integrity using her influence or soft power.

Given that we've already gone for the ice lady diplomacy route, I'd rather LQ's intra-Empire role complements that. So working with the Ministries by persuading and cajoling it is.

I don't trust this priestess after seeing her initial outburst. If that's how she reacts to setbacks with incomplete information I don't want her in charge of an investigation like this.

Well let us be real, this was either done by a complete idiot who brought his own ink pot from his desk and his own faeries from his backyard, or it was done by someone with enough sense to want a scapegoat lined up before poking Shenhua.

If it was the former then we'll probably find out the second we enter his house and find his planning board, complete with a caricature of Ling Qi being crushed by an anvil falling from a great height a la Wile E. Coyote.

My thoughts exactly. The disparity in skill & patience between apparently being able to create good enough forgeries to trick two powerful individuals, but foolish & impatient to leave two obvious pieces of evidence that correlate with a single locations is pinging my BS detector.

To those ends - I think we should let the ministry mostly handle it. That way, when the patsy shows up we'll have been seen as cooperative the entire time, instead of a rebel with no respect for the way things are done. Also this is what our boss would want.
