Neither innate enchantment resistance, nor combat capabilities of the minister's should have any relevance whatsoever.

If it becomes relevant, Garin is getting fucking fired.

I mean here is an interesting question then. Do we give the ministers Mindblanks?
It would be a nice goal eventually, but it shouldn't be necessary. They will all have PfE items, at least, and they'll be passing through screening checkpoints using Hallow effects that would temporarily negate any mind control or possession effects they may be under whenever they enter the palace.

I'd bet on mundane corruption before we have major security breaches. They should be living and working in high security environments. Like, indefinitely.

Ultimatly I'm willing to try this for a simple reason.
Up until now the Scholariae did all jobs that will be taken over by this minister for themselves.
Taena basically covered most of it, the local headmasters were also the local magic-supervisors in their parts of the world.
So he should get a system of reasonably self-sufficient institutions and can slowly learn to take over and excert more power from his position. Taena can give good advise and slowly relinquish her extra-duties besides Headmistress.

That's only why I don't think his inexperience is a big issue.
Besides that, his vast amount of skill ranks to invest, his almost certainly unbiased PoV and his patience make him a good candidate.

One of my biggest problems remains the idea that this being that is barely a year old somehow is an endless font of wisdom.

This is one of those moment where D&D mechanic idiosyncracies are used to override common sense.

That's bothering me, too.

It's not just that he's inexperienced, y'all. Bahro is practically a newborn, despite being mentally mature due to the magic used to Awaken him. Yes, he has the capacity to learn to do the job, and probably very well indeed, but he's not been a person for very long.

Rather than putting him to work right away, we should just let him exist for a while and learn how to be his own person. Bahro is immortal, so he has plenty of time to learn and maybe by the time the Minister position becomes vacant, then he'll be ready for it.

I mean unlike most 1 year Olds he came out fully formed. And he's basically spent that entire year doing jotting but learning and practicing. Yeah he's no font of wisdom, but we're gonna be taking in a lot of weirdos who probably took Wisdom as their dump stat for our school so it'll be good to have someone with a level head to oversee all of them.

The Minister of Magic isn't meant to oversee the Scholarium. That keeps being Taenas job.

The MoM exists as a intermediate between the public, the wider beraucracy and the Scholarium. It's necessary to have something like this because the Scholarium, as the regulatory body controlling mages, will have a fuckton of such interactions with everyone else. Only in a secondary role is the MoM charged with reviewing the impact of Scholarium policy and behaviour on the state, but he has no command over the Scholarium.
 
Also, we should maybe try to keep a few humans in our government, instead of promoting immortals who are unqualified for the sake of having a nice zoo.
 
Ok, I just don't want to forget about it. Seems like a nice opportunity to make some allies, which is always nice. So let's do it soon.
We've learned a lot about it, plus we have a team there now making further observations. It's one more piece in the puzzle that will eventually be out together to create the Imperial deity and afterlife.

In this situation, that thing is more likely to be of use as a HUB zone. I don't know what relevance it holds for the Imperial Deity, but that's more a problem of not having a functioning overview of what is involved in the hypothetical deity's functioning and metaphysical info. Just disjointed research projects that kind of tease out certain ideas we've had for how we could make it work based on how other Gods did things.
